RECOMMENDATION
Staff recommends the City Council: (1) approve a professional services agreement with Tetra Tech, Inc., for the final design of the Realignment of Culver Boulevard Project between Sepulveda Boulevard and Elenda Street, PZ-460, in an amount not-to-exceed $525,147 ($477,407 base cost with a 10% contingency of $47,740); and (2) create a resident advisory committee and appoint members thereto.
BACKGROUND
On December 11, 2017, the City Council approved the conceptual plan and authorized the release of the request for proposal for the final design of the realignment of Culver Boulevard project between Sepulveda Boulevard and Elenda Street, PZ-460, as amended to ensure a commitment to communication and outreach to make the project inclusive of the community, with extra community workshops and the creation of a resident advisory committee to provide resident input throughout the design process.
The December 11, 2017, City Council agenda report, contains a detailed background of the project and is attached to this report (Attachment 1).
DISCUSSION
On February 22, 2018, staff received six proposals for the final design of the realignment of Culver Boulevard project between Sepulveda Boulevard and Elenda Street, PZ-460. After careful review of the proposals, staff chose four firms to be interviewed. The Public Works Director/City Engineer, Engineering Services Manager, Parks Manager, Senior Civil Engineer, and Senior Management Analyst, conducted the interviews of the four firms. After deliberation, the committee unanimously selected Tetra Tech, Inc., as the recommended design consultant for the realignment project.
Tetra Tech Inc. has successfully designed many roadway, bicycle, and pedestrian street improvement projects in Southern California and are highly recommended by other agencies. Tetra Tech Inc. recently completed the design of the $18 million Sixth Street Park, Arts, River and Connectivity Project, under the new Sixth Street Bridge, for the City of Los Angeles. The improvements were originally envisioned in the Los Angeles River Revitalization Master Plan that Tetra Tech completed. This project is currently under construction. Also Tetra Tech is currently providing design services for Active Transportation Projects 2 and 3 for the City of Los Angeles. The projects are the Boyle Heights Linkage Project and the Arts District Pedestrian/Cyclist Improvement Project. These projects improve pedestrian and bicycle safety with bike lanes, cycle tracks, new and widened sidewalks with curb extensions, and access to city facilities
The landscape architect that will work as part of the Tetra Tech team is SWA Associates. SWA Associates has an impressive record of landscape architecture design throughout California, United States, and internationally. SWA conducted community outreach meeting and landscape architecture design for the Culver Steps (9300 Culver) development. Also SWA worked on the Culver Studios Masterplan completed late last year. This work involved a collaboration with Gensler Architects and Hackman Capital in reimagining the entire campus facilities and open space. Also SWA Associates, in conjunction with Mountains Recreation and Conservation Authority, conducted community outreach meetings including a public charrette and designed the landscaping for the Milton Street Park project along Ballona Creek Bike Trail in the City of Los Angeles.
Staff recommends that the City Council (1) award the final design of the realignment of Culver Boulevard to Tetra Tech, Inc.; and (2) create a resident advisory committee and appoint members thereto.

Staff proposes that a the resident advisory committee created and be comprised of residents from the north and south side of the Culver Boulevard adjacent to the project limits that have shown interest previously in this project by attending public meetings and reaching out to staff regarding the project and have agreed to participate. Staff has identified five individuals that meet this criteria, two from the south side of Culver and three from the north side of Culver. The five individuals are: Karen Randall, Glenn Spann, Steve Levinson, Steve Siegel, and George Young.
On December 11, 2017, the City Council approved a professional design services agreement with Tetra Tech, Inc. for the design of the Culver Boulevard Regional Stormwater Infiltration Project, PR-002, in an amount not-to-exceed $515,000. This project is within the limits of the proposed realignment project. With Tetra Tech Inc., being proposed for the design of the realignment of Culver Boulevard, it will make coordination of the two design efforts easier. Eventually the two designs will be coordinated into one design package for bidding purposes and the stormwater and street improvement projects will be built at the same time.
FISCAL ANALYSIS
Staff proposes to exchange $2,192,000 Highway SAFETEA-LU funds that are earmarked for the road improvement project with Metro in order to avoid administering federal funds which are cumbersome and time consuming. In addition, federal requirements typically increase the construction cost of projects. The exchange amount is $1,913,000 from the original $2,192,000. This will be accomplished at a later date.

The overall budget for the roadway portion of the project is $6,729,000, including design. The construction cost is estimated to be about $6,000,000.
The contract amount with Kimley-Horn for conceptual plan development, renderings, conceptual landscape mockups, and support at community meetings was $210,950.

2. Authorize the Public Works Director/City Engineer to approve amendments to the agreement with Tetra Tech, Inc., in an amount not-to-exceed $47,740, for additional design work, if necessary;
3. Authorize the City Attorney to review/prepare the necessary documents;
4. Authorize the City Manager to execute such documents on behalf of the City; and
5. Create a resident advisory committee and appoint members thereto.
