RECOMMENDATION:
Staff recommends the City Council award a contract in the amount of $127,271 to GRBCON, Inc. as the lowest responsive and responsible bidder, for the Westwood Blvd Sewer Main Extension Project, PZ-230 and authorize the Public Works Director/City Engineer to approve change orders, if necessary, in the amount not-to-exceed $19,090.
BACKGROUND:
There is an existing 8-inch sewer main located in the backyards of the properties located between Westwood Avenue and Midway Avenue, north of Washington Boulevard. The existing terminal manhole is in the backyard of a single family residence at 3866 Westwood Avenue. Currently, the sewer lateral for the neighbor to the south at 3870 Westwood Avenue is aligned under the backyard of 3866 Westwood Avenue and connected to the sewer mainline.
This Project will extend the sewer main line to the south and a new maintenance manhole will be installed in the backyard at 3870 Westwood Avenue. Also new sewer laterals will be constructed to the new sewer main for the properties at 3866 Westwood Avenue and 3865 Midway Avenue.
As part of this Project, the City has obtained a new wider easement (3866 Westwood Avenue and 3870 Westwood Avenue) for the sewer main on the properties within the Project area. An existing masonry wall between 3866 Westwood Avenue and 3865 Midway Avenue that is directly over the existing sewer main will need to be demolished and new masonry walls constructed in its place. The agreement for the construction of block wall, right of entry and release of liability was prepared by the City Attorney’s office and has been executed between the property owners (3866 Westwood Avenue and 3865 Midway Avenue) and the City.
On October 9, 2017 the City Council approved the plans, specifications and authorized staff to publish a notice inviting bids for the project.
DISCUSSION:
The Notice Inviting Bids was published in the Culver City News on December 21, 2017, on the City’s website and in trade journals. On January 18, 2018, the City Clerk’s staff publicly opened the bids. Five contractors responded with the following bid amounts:

Staff reviewed the five sets of contractor bid documents and determined GRBCON, Inc. submitted the lowest responsive total bid. Staff reviewed GRBCON’s bid proposal and found the bid documents responsive and complete. The surety bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. GRBCON, Inc. is on City’s on-call emergency sewer contractors list and has successfully completed several repairs and relocation projects.
Approximately two weeks prior to construction activity, the aforementioned residences will be contacted regarding the project schedule.

MOTION
That the City Council:
1. Award a contract to GRBCON, Inc. as the lowest responsive and responsible bidder, for the Westwood Blvd Sewer Main Extension Project, PZ-230 in the amount of $127,271;
2. Authorize the Public Works Directory/City Engineer to approve change orders, if necessary, in the amount not-to-exceed $19,091;
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
