RECOMMENDATION

 

Staff recommends the City Council reject the bid proposal for the Baldwin Avenue Rain Garden Rehabilitation Project, PR-003.

 

 

BACKGROUND

 

In June 2012, with funding from Santa Monica Bay Restoration Commission’s Proposition 50 Grant, four rain gardens were constructed in the parkway of both the west and east side of Baldwin Avenue just north of Farragut Drive.  Rain water and irrigation run-off from impervious areas such as the street, driveways, sidewalks, and roofs from the residences along Baldwin Avenue between Braddock Drive and Farragut Drive, was diverted to the rain gardens and allowed to filter and percolate through the soil. The rain garden reduces pollutants such as metals, bacteria, and toxins from entering Ballona Creek.  Due to erosion and settlement, the rain gardens are in need of rehabilitation. The rehabilitation design will resolve the existing issues and also comply with the City’s adopted 2016 Residential Parkway Guidelines. 

 

 

DISCUSSION

 

On July 10, 2017, the City Council approved the final plans and specifications and authorized the publication of a notice inviting bids for the Baldwin Avenue Rain Garden Rehabilitation Project.  The Notice Inviting Bids was published in the local newspaper, City’s website, and in trade journals.  On August 10, 2017, the City Clerk’s office staff publicly opened bids.  One contractor, Access Pacific, Inc., responded with a bid amount of $81,550 that exceeded the approved total budget of $50,000 

 

On September 11, 2017, the City Council rejected the bid proposal and approved the republication of a notice inviting bids for the project.

 

On December 14, 2017, the City Clerk publicly opened bids with one bid proposal from STL Landscape, Inc. in the amount of $98,000.

                     

The bid amount again exceeds the approved total budget.  Staff reached out to the other contractors on the bid holders list.  The contractors responded they chose not to bid the Project due to successfully being selected on other projects at the same time.   At this time, Staff recommends that City Council reject the proposed bid from STL Landscape, Inc. 

 

In order to complete the project within budget, Staff has determined to construct the project in-house and solicit construction estimates for landscaping and irrigation related work of the project only.  Public Works Maintenance will perform the majority of the work to include, all of the excavation, backfill, grading, installation of catch basins, and installation of concrete pavers.  Staff will seek estimates for the landscaping and irrigation related work.

 

Staff anticipates construction to begin in July 2018, and be completed by August 2018.

The total available funds for this Project is $50,000 (accounts 43480000.730100.PR003 and 43480000.730100.PZ497).
