RECOMMENDATION

 

Staff recommends the City Council (1) accept the work performed by Aldridge Electric Inc.; (2) authorize filing a Notice of Completion; and authorize the release of the retention funds in the amount of $153,682 after the expiration of the 35-day lien period, for the construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004.

 

 

BACKGROUND/DISCUSSION

 

The City of Culver City was awarded funding by Los Angeles County Metropolitan Transportation Authority (Metro) for a Traffic Monitoring CCTV System Gap Closure Project, (the “Project”). 

 

On July 11, 2016 the City Council awarded the construction contract to Aldridge Electric Inc. (Aldridge) in an amount of $2,633,121 for the Construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004.  The Project consists of the installation of 12 traffic monitoring CCCTV cameras and approximately four miles of fiber optic communication cable. (Originally 18 locations were planned but six were removed from the contract award due to a funding shortfall).  The 12 project locations would supplement the existing 14 traffic monitoring CCTV traffic camera locations operated by the City.

 

On November 14, 2016, the City Council approved an extra work change order (Change Order #2) to the existing contract with Aldridge Electric Inc. in the amount of $167,890 for related traffic signal and streetlight upgrade improvements to allow extra conduit to be installed in conjunction with the current fiber optic conduit installation for future use. 

 

Subsequently, additional funds became available (project savings from other City Capital improvement projects and a traffic mitigation condition of approval for C3 development project located at 5800 Bristol Parkway), and on May 30, 2017, the City Council approved an extra work change order in the estimated amount of $220,000 for three traffic monitoring CCTV cameras (Sepulveda Boulevard/Bankfield Avenue, Culver Boulevard/Sawtelle Boulevard, and Slauson Avenue/State Route 90 freeway) that were previously deleted at the time of contract award to be included into the current contract.

 

Aldridge substantially completed the project and the change order work in late 2017 and the final punch list was completed in January 2018.  The City now has a total of 29 traffic monitoring CCTV cameras.

 

Construction management and inspection services were provided by Advantec in the amount of $147,290 under the existing City Council pre-approved on-call traffic engineering list.
