RECOMMENDATION

 

Staff recommends the City Council adopt a resolution approving an encroachment agreement with Southern California Hospital at Culver City for use of the public right-of-way at 3828 Delmas Terrace to accommodate a structural foundation for seismic retrofit purposes.

 

 

BACKGROUND/DISCUSSION

 

In order to demonstrate compliance with Senate Bill 1953 (SB-1953), Southern California Hospital located at 3828 Delmas Terrace prepared a seismic evaluation report of their hospital buildings.  The report revealed that the Tower Building, located to the west of Delmas Terrace, requires a new concrete structural foundation shear wall to be added along the eastern side of the building.  The proposed foundation would begin approximately 281’-1” north of the centerline of Washington Boulevard.  Although the proposed new shear wall would be constructed on site and aligned with the property line, part of it is required to encroach seven feet seven inches, for a distance of 47 feet nine inches longitudinally along the public right-of-way of Delmas Terrace.  The top of the proposed foundation would be approximately eight feet below the sidewalk level.  The encroachment would encompass public sidewalk as well as curb and gutter and street pavement.  Two existing parking meters will be impacted by the construction but will be replaced at the end of construction.  The total public right-of-way encroachment area is 11 feet by 55 feet in order to include the construction shoring system.  Southern California Hospital is required to install this seismic foundation retrofit by 2020 in order to continue to allow the operation of hospital services.

 

 

FISCAL ANALYSIS

 

The applicant is required to pay the Public Right-of-Way Encroachment Permit fee of $3,927.  This fee is separate from the Street Use Permit fees which would include construction drawings and traffic control plans, which will be determined prior to issuing the Street Use Permit.

MOTION

 

That the City Council:

 

1.                     Adopt a resolution approving an Encroachment Agreement with
Southern California Hospital for a 11 feet by 55 feet encroachment into the public right-of-way on Delmas Terrace for new structural foundation for seismic retrofit purposes;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.  Authorize the City Manager to execute the documents on behalf of the City.
