RECOMMENDATION

 

Staff recommends the City Council adopt a resolution authorizing the City Manager or Designee to execute any actions necessary for the purpose of obtaining financial assistance provided by the State of California Department of Transportation State of Good Repair Program.

 

 

BACKGROUND/DISCUSSION

 

The Road Repair and Accountability Act of 2017, Senate Bill (SB) 1 (Chapter 5, Statues of 2017), signed by the Governor on April 28, 2017, includes a program that will provide additional revenues for transit infrastructure repair and service improvements. This investment in public transit will be referred to as the State of Good Repair program. This program provides funding of approximately $105 million annually to the State Transit Assistance (STA) Account.  These funds are to be made available for eligible transit maintenance, rehabilitation and capital projects.

SB 1 named the Department of Transportation as the administrative agency for these funds, and emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, in order to be eligible for State of Good Repair funding, local agencies must comply with various regulations and reporting requirements.

The Los Angeles County Metropolitan Transportation Authority (Metro) is the local planning agency designated to administer the distribution of these funds to transit agencies in the Los Angeles County region.  The City of Culver City is an eligible project sponsor and will receive State Transit Assistance funding from the State of Good Repair Account (SGR) for transit projects, and agrees to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statues, regulations and guidelines.  In order to obtain the City’s allocated funds, staff is also required to identify the specific associated SGR project, as follows: 

Preventative maintenance activities for the Culver CityBus fleet of revenue service vehicles.

Adoption of a Resolution by the agency’s governing body is also a requirement for the State of Good Repair Program funds which will authorize the City Manager or Designee to execute all required documents and any Amendments with the California Department of Transportation.

 

 

FISCAL ANALYSIS

 

The California State Controller’s Office has identified estimated available amounts of funding based on PUC 99314 formulas. The County of Los Angeles is currently allocated $18,085,788 in STA State of Good Repair Funds for the current fiscal year 2017-18.  Of this value, Culver City’s allocation share equals $140,677.  Upon acceptance of the SGR application package by the State Department of Transportation, funds will be received through the Los Angeles County Metropolitan Transportation Authority (Metro) and utilized toward expenses for transit bus preventative maintenance in FY17-18.
