RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the report regarding City of Culver City Playgrounds from the Parks Division of the Culver City Parks, Recreation and Community Services Department.

 

 

BACKGROUND

 

The PRCS Director has scheduled this report to the Commission as an informational item.  A slide show of the playgrounds at each park which includes additional information will be presented on the evening of the meeting by Parks Manager / City Landscape Architect Patrick Reynolds.

 

 

DISCUSSION

 

Priority List of Playgrounds in Need of Play Equipment Updates

 

The primary basis for the following priority order of play equipment updates is information collected during Playground Safety Inspections and Audits:

 

1.                     Blair Hills Park Age 2 to 12 Playground (currently funded and in the initial stages of design)

2.                     Tellefson Park Age 2 to 5 Playground and Age 5 to 12 Playground (currently funded)

3.                     Lindberg Park Age 2 to 5 Playground and Age 5 to 12 Playground

4.                     El Marino Park Age 2 to 5 Playground and Age 5 to 12 Playground

5.                     Culver West Alexander Park Age 2 to 5 Playground and Age 5 to 12 Playground

 

Completed Playground Updates (Listed with most recent updates first.)

 

1.                     Veterans Memorial Park Age 5 to 12 Playground (2017)

2.                     Syd Kronenthal Park Age 5 to 12 Swing Set (Added in 2016)

3.                     Syd Kronenthal Park Age 2 to 5 Playground (2016)

General Scope of Work and Estimated Budgets for Playground Updates

 

Each of the five playgrounds below on the Playground Master Plan already features a Path of Travel that meets Americans with Disabilities Act (ADA) guidelines.  

 

1.  Blair Hills Park:  Estimated Budget = $275,000; Funded in FY 2016-17 by Culver City Recreation Facilities Reserve Funds

 

The Blair Hills Park Playground is currently the oldest and most outdated of the Culver City playgrounds.  It is also the smallest playground in the City’s park system.  The Blair Hills Park Playground Rehabilitation Project has been funded and is in its initial planning stage.  This project will consist of separate Age 2 to 5 and Age 5 to 12 Playgrounds.  Playground companies GameTime and Recreation West have been contacted by the Parks Manager and asked to provide conceptual plans.  Staff anticipates that the community meetings to review the designs will be held in March or April of this year.  Once the community has selected a design and it has been approved by the PRCS Commission and the City Council, the project will go out to bid.  The project will require removing all the rubberized surfacing, sand, and equipment. Once the installation of the playground begins, it typically takes less than a month to have the new playground equipment installed.  

 

2.  Tellefson ParkEstimated Budget = $300,000; Funded in FY 2017-18 by Culver City Park Facilities (Quimby) Funds

 

Staff has contacted Recreation West to provide conceptual designs.  In addition, one of the following playground companies will also be contacted and asked to provide conceptual designs:  Kompan, Goric, or Berliner.  This will occur as soon as possible after the Blair Hills Park Playground Rehabilitation Project has been completed.  As with all future playground projects, these conceptual designs will be vetted by the public at community meetings.  This project will consist of separate Age 2 to 5 and Age 5 to 12 Playgrounds.  There is 100% resilient surfacing that will have to be removed as well as all the existing equipment.

 

3.  Lindberg Park:  Estimated budget = $750,000 to $1,000,000; Currently Unfunded

 

The Lindberg Park Playground is the second largest Culver City playground; the Culver City Park Playground is the largest.  Staff anticipates that the renovated Lindberg Park Playground will be so innovative and engaging that it will be a great source of pride for our community once completed. Staff is researching a themed designed with a huge play structure based on some of the projects a German company has designed in both Europe and the United States.  Preliminary comments by community members have indicated that themed playgrounds are popular and desired.  This project will include an Infant to Age 2 Tot Lot and separate Age 2 to 5 and Age 5 to 12 Playgrounds.  The resilient surfacing will have to be removed as will most of the sand, and all of the old wooden structures.  The design intends to incorporate some of the sensory design elements for physically and mentally challenged children into this design.

 

4.  El Marino Park:  Estimated budget = $350,000 to $1,000,000; Currently Unfunded

 

The Age 2-5 Playground is very outdated.  It is currently a large open area of 100% resilient surfacing with extra space and limited play value.  Staff proposes to design numerous challenging and linked play elements.

 

5.  Culver West Alexander Park:  Estimated budget = $500,000 to $1,000,000; Currently Unfunded

 

The Age 2-5 Playground is very outdated.  It consists of a large circular area of 100% resilient surfacing that is fenced with tubular steel.  Many elements of the Age 5 to 12 Playground are outdated as well.  Staff proposes to design numerous challenging and linked play elements.

 

 

FISCAL ANALYSIS
