RECOMMENDATION

 

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the report regarding the California Association of Park and Recreation Commissioners and Board Members.

 

 

BACKGROUND/DISCUSSION

 

Parks, Recreation and Community Services Commissioner Kay Heineman invited Santa Monica Recreation and Parks Commissioner Phil Brock to give the PRCS Commission some information about the California Association of Parks and Recreation Commissioners and Board Members and to share his experiences of being a long-standing Member and past President of the Board of Directors of the organization.

 

Santa Monica Recreation and Parks Commissioner Phil Brock

 

Phil Brock is a life-long Santa Monica resident, business owner and park supporter who was first appointed to the Santa Monica Recreation and Parks Commission in October 2003.  He was elected Vice Chair in 2010 and became Chair in 2011.

 

During his tenure, the Santa Monica Recreation and Parks Commission has overseen a great expansion of the city park system.  He credits this wave of new parks in Santa Monica to his fellow Commissioners, the City Council and the visionary leadership of the Community & Cultural Services Department.  The city has opened a skateboard Park, Euclid Park, the Annenberg Community Beach House, Airport Park, Tongva Park & Ken Genser Square.  The commission has also helped supervise expansion in several of the city's existing parks, including the establishment of the first universally accessible playground in Santa Monica and the expansion of Virginia Avenue Park.

 

In 2010 Mr. Brock was appointed to the California Association of Parks and Recreation Commissioners and Board Members (a.k.a. CalParkBoards or CAPRCBM). He was elected the 42nd President of that organization, and continues to serve on the board today, as a liaison between Santa Monica and other California cities.

 

In January 2013, he was named the California Parks & Recreation Commissioner of the Year.  Mr. Brock is also a Kiwanis Club member, Vice President of the Santa Monica High School Alumni Association, a member of the Santa Monica Chamber of Commerce Government Affairs Committee, a member of Santa Monica Mid Cities Neighbors and Santa Monica's North of Montana Association.  He is a life member of the UCLA Alumni Association and the Coaches Roundtable.  He is also a member of the Santa Monica College General Advisory Board.

The California Association of Parks and Recreation Commissioners and Board Members has been uniting commissioners and board members serving their communities since 1968.  CalParkBoards is a not-for-profit organization of appointed and elected officials serving their local communities.  The mission of CalParkBoards is to provide education, networking and advocacy that enhances the role of Commissioners and Board Members.  The organization provides members with opportunities to exchange ideas, forge lasting personal and professional relationships and demonstrate leadership in community service.  Attachment 1 is the document, “Responsibilities of Commissioners and Board Members,” as posted on the CalParkBoards website.

3.                     To promote the education of citizens and citizen’s groups as to the needs, opportunities and potentials of recreation, park and conservation services throughout the state;

 

4.                     To encourage the most efficient and effective organization and administration of park, recreation and conservation services at all levels and to provide a continuous channel of communication at district, city, county, state and national levels;

 

5.                     To work for the proper recognition and financial support of park, recreation, and conservation services at all levels;

 

6.                     To establish policies as general guidelines for the direction of government in matters affecting recreation, parks and conservation;

 

7.                     To implement and accomplish such programs or proposals consistent with the purpose of this organization.
