RECOMMENDATION

 

Staff recommends the City Council approve the final plans and specification and authorize the publication of a notice inviting bids for the 2018 Pavement Rehabilitation Project, PS-005.

 

 

BACKGROUND/DISCUSSION

 

Per the pavement management system recommendation and visual observation, staff has selected streets to be resurfaced with new asphalt.  The scope of work generally consists of replacing two inches of deteriorated asphalt concrete with new rubberized asphalt concrete. In areas of extensive pavement failure, the asphalt section will be removed and replaced with full depth asphalt pavement.  Additionally, damaged or tree uplifted curb and gutter will be replaced where necessary.  The following arterial and residential streets are scheduled for resurfacing:

 

1.                     Sepulveda Bl. between Ballona Creek and Jefferson Bl./Sawtelle Bl.

2.                     Washington Pl. between Centinela Bl. and Grand View Bl.

3.                     Centinela Ave. between Washington Bl and Washington Place

4.                     Harter Ave. between Washington Bl and PCC pavement

5.                     Westwood Blvd between Ocean Drive and Cota Street

6.                     Fairbanks Way between Ocean Drive and Dobson Way

7.                     Pickford Way between Ocean Drive and Studio Drive

8.                     Pickford Way between Kingston Ave and Dobson Way

9.                     Glencoe Ave between Zanja St. and Washington Blvd.

10.                     Redwood Ave. between Southern Limits and Zanja St.

11.                     Zanja St. between Washington Pl. and City Limits

12.                     Braddock Dr. between Overland Ave and Jackson Ave.

13.                     Vinton Ave. between Farragut Dr. and Le Bourget Ave.

14.                     Selmaraine Dr. between Jefferson Blvd and Coryne Pl.

15.                     Concrete Spot Repairs on Meier St. and Rosabell St.

 

KOA Corporation designed the traffic striping and traffic signal loop restoration plans through the on-call consultant contract.  The geotechnical investigation was performed by Terracon.  Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting construction bids for the 2018 Pavement Rehabilitation Project.  The construction is scheduled in spring 2018.

*In 2016, the City applied and obtained $183,880 grant through the Rubberized Pavement Grant Program, which is administered through the California Department of Resources Recycling and Recovery (CalRecycle). To date, 8,652 tons of Rubberized Asphalt Concrete has been placed by the City.  In order to meet the funding deadline of April 30, 2018 for the remaining $97,360 CalRecycle grant, the remaining 9,736 tons of Rubberized Asphalt Concrete must be placed by mid-April 2018.
