RECOMMENDATION
Staff recommends the City Council (1) discuss whether the City of Culver City should become a member of the California Contract Cities Association (CCCA); (2) if the City Council chooses to become a member, then (a) appoint a Delegate and Alternate to the CCCA and (b) appropriate $2,600 for membership and seminar expenses ($1,378 for membership dues through June 30, 2018 and approximately $1,200 for annual seminar expenses); and (3) provide direction to the City Manager as deemed appropriate.
BACKGROUND/DISCUSSION
On August 8, 2017, Mayor Cooper and Vice Mayor Small met with Artesia Mayor Ali Sajjad Taj and CCCA Executive Director, Marcel Rodarte to discuss the benefits of becoming a CCCA Member. The CCCA, is a collection of 75 member cities united for a common cause. The CCCA Mission is to assist member cities by advocating and advancing the benefits of the contracting model, protecting local control, embracing public/private partnerships and providing educational opportunities for its membership.
CCCA’s purpose is to:
• Educate members on current and emerging legislation/policy so they can better serve their communities.
• Advocate on behalf of member cities when local control is threatened.
• Network with elected officials, county and state agencies, non-profits, and private-sector companies to foster long-lasting relationships.
• Collaborate with local governments to share best-practices and thereby promoting the best of what local government has to offer.
• Serve as a liaison between local, county, and state governments.
The CCCA was established in 1957 to address issues relating to city contracts and states that it is the second largest local government advocacy association in California; is focused on Southern California issues; has a full-time executive director and staff, including a full-time legislative analyst.
The overall purpose of the CCCA is to serve as a rallying point for cities contracting for municipal services to help ensure the best service delivery at a minimal cost. Through municipal seminars, education, education, the exchange of ideas, and information; the CCCA combines its resources to influence policy decisions affecting its member agencies.
The CCCA Board of Directors meets on the third Wednesday of each month at 6 pm and is open to all member cities; the meeting locations are yet to be determined. Should the City Council choose to join CCCA, staff recommends the City Council consider appointing a Delegate and Alternate to attend Board meetings. It is not mandatory to attend, but it is encouraged by the CCCA. In addition to the CCCA monthly Board of Directors meetings, the CCCA holds a Fall Educational Summit (this year it was held in Lake Arrowhead); a Sacramento Legislative Orientation Tour; and an Annual Municipal Seminar in Indian Wells. A calendar with all meetings and events is included as Attachment 2 of this report.
The City of Culver City provides many municipal services, the City contracts out for various services, such as supplemental animal control services, tree trimming, custodial services, specialized legal services, and election services. In addition to organizations such as the Westside Cities Council of Governments, and the Southern California Association of Governments, Culver City is currently a member of the League of California Cities and Independent Cities Association (ICA).
FISCAL ANALYSIS
Annual CCCA membership dues, prorated for the remainder of Fiscal Year 2017-18, are $1,378. The registration and hotel costs for May’s annual Municipal Seminar will be approximately $1,200. The total estimated fiscal impact for this fiscal year is about $2,600.

MOTION
That the City Council:
1. Join the Contract Cities Association and;
1a. Appoint Council Member ____________________ as the Delegate and Council Member ______________ as the Alternate; and
1b. Appropriate $2,600 for membership dues and Municipal Seminar expenses through June 30, 2018; or
2. Choose not to join the Contract Cities Association of California; or
3. Provide other direction to the City Manager as deemed appropriate
