RECOMMENDATION

 

Staff recommends the City Council (1) appoint a Council Member to fill the vacancy on the Ad Hoc Oil Drilling Subcommittee; and (2) appoint a Council Member to serve as the alternate to the City’s representative on the Los Angeles County Community Advisory Panel (CAP) for the Baldwin Hills Community Standards District.

 

 

BACKGROUND/DISCUSSION

 

The Ad Hoc Oil Drilling Subcommittee (Subcommittee), currently consists of Council Member Clarke and Council Member Sahli-Wells.  The Subcommittee works cooperatively with staff, on an as-needed basis, during the processing of the Inglewood Oil Field Specific Plan Project. 

 

In addition, Council Members Sahli-Wells serves as the City’s representative on the CAP, and Council Member Clarke serves as the alternate.  The CAP was established pursuant to the provisions of Los Angeles County’s Baldwin Hills Community Standards District to foster communication regarding ongoing operations at the Inglewood Oil Field.  The CAP includes representatives of the County, the cities of Los Angeles and Culver City, West Los Angeles College, the oil field operator, the landowners, and each of the major neighborhoods surrounding the Inglewood Oil Field (including Ladera Heights, Windsor Hills, Oak Park, View Park, Culver Crest, Blair Hills, and Raintree).

 

On November 14, 2017, Council Member Clarke submitted his resignation from the Subcommittee (Attachment 1).  In addition, Council Member Clarke has informed staff that the December CAP meeting will be the last meeting he will be attending and has requested that a replacement be appointed to fill the seat of the City’s alternate representative.

 

Staff recommends that whichever Council Member is appointed to sit on the Subcommittee also be appointed to serve as the alternate on the CAP, as both of these positions involve matters concerning the operation of the Inglewood Oil Field and there is often an overlap of issues.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact associated with the appointment of a Council Member to the Subcommittee or the CAP.
