RECOMMENDATION
Staff recommends the City Council award a construction contract to Alfaro Communications Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $1,864,370 for the construction of the Carlson Park Streetlight Upgrade Project, PZ-684.
BACKGROUND
The Carlson Park Streetlight Upgrade Project is mostly located in the residential area bounded by Jasmine Avenue to the east and Keystone Avenue to the west, Culver Boulevard to the north and the Ballona Creek Channel to the south. The Project consists of replacing the existing high voltage series circuits with low voltage parallel circuits by installing new conduits, wiring, pull boxes, low voltage service pedestals, replacing damaged poles, and replacing existing luminaires with new energy efficient LED lights on residential streets (146 each) and induction fixtures on Culver Boulevard (11 each).
Also included in the project are 19 streetlights on Washington Boulevard between Ince Boulevard and Landmark Street, and 7 streetlights on Cardiff Avenue, between Culver Boulevard and Venice Boulevard to be converted to a low voltage circuit.
DKS Associates (for Carlson Park area) and KOA Corporation (for Washington Bl and Cardiff Avenue) separately completed the engineering design through the City Council approved on-call consultant contracts. On October 9, 2017 the City Council approved the plans and specifications and authorized the publication of a notice inviting bids.
DISCUSSION
The Notice Inviting Bids was published in a local newspaper, industry trade journals, and posted on the City’s website. On November 16, 2017, the City Clerk’s Office publicly opened the bids. Eleven contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, Alfaro Communications Construction, Inc.(ACCI), and found the bid documents responsive and complete. Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. ACCI has completed several similar projects for the City of Huntington Park, City of Rancho Palos Verdes, City of Palmdale, and Caltrans. Staff contacted these cities and Caltrans and received overall satisfactory reviews of ACCI’s work.
Staff recommends the City Council award the contract to ACCI, and authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $240,000 (13%), if necessary for unforeseen conditions.
Construction management and inspection services will be performed by a consultant firm to be selected from the list of on-call engineering companies.

MOTION
That the City Council:
1. Award a construction contract to Alfaro Communications Construction, Inc. as the lowest responsive and responsible bidder, in the amount not-to-exceed $1,864,370 for the Carlson Park Streetlight Upgrade Project, PZ-684.; and,
2. Authorize the Public Works Director/City Engineer to approve change orders in an amount not to-exceed $240,000, if necessary; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
