RECOMMENDATION
Staff recommends that the Bicycle & Pedestrian Advisory Committee (BPAC) support the Culver Boulevard Realignment Project.
BACKGROUND/DISCUSSION
The Culver Boulevard Realignment Project is the continuation of the widening of Culver Boulevard that was completed by Caltrans as part of the 405 Freeway widening in 2009. The Public Works Department is excited about this project as it will resolve traffic safety issues along this reach of Culver Boulevard and provide for a safer and more aesthetically pleasing street. The eastbound and westbound lanes of traffic are proposed to be separated with a new raised median.
The existing bike and pedestrian trail will be rebuilt in the relocated median and extended to connect to Elenda Street and the two-way protected bike lane proposed as part of the La Ballona Elementary Safe Routes to School Project. Together, these projects will create an off-street route serving students that live between Washington and Culver Boulevards, which is within the La Ballona Elementary attendance boundary.
The project also includes the Urban Runoff Infiltration and Retention Project. In order to comply with the Los Angeles Regional Water Quality Control Board’s Municipal Separate Storm Sewer System Permit (Order No R4-2012-0175) and the Enhanced Watershed Management Program Plan, the City proposes to incorporate structural storm water Best Management Practices (BMP’s) as part of the Culver Boulevard Realignment Project.
The structural BMPs being proposed are infiltration galleries for groundwater recharge and retention basins to treat and reuse captured urban run-off to irrigate the local landscaping proposed along the raised median. The infiltration galleries and retention basins will be constructed under the raised bikeway/pedestrian/landscaping median between Culver Blvd and little Culver Blvd. Additionally, BMPs such as bio-swales and drywells will be included in the design to address surface run-off from Culver Blvd.
There are two existing storm drains, 87-inch and 66-inch diameters, passing through the project site at Sepulveda Boulevard and Harter Avenue, respectively. These two storm drains will be the primary source of storm water and urban run-off. The project site has the volume capacity to treat the first 1.1 inch of rain from approximately 344 acres.
All storm water and urban run-off will be pre-treated using multiple treatment systems prior to entering either infiltration galleries or retention basins.
Three community meetings were held for this project over several years, the last of which was held on October 3, 2017, at the Senior Center. About 60 residents attended the meeting and provided staff their comments. Staff is tentatively scheduled to present the conceptual plan to the City Council on Monday, December 11th, and request approval to proceed with final design plans. Construction is slated to begin in Spring 2019.
