RECOMMENDATION

Staff recommends that the Bicycle & Pedestrian Advisory Committee (BPAC) support the adoption of Vision Zero in Culver City, with a goal of eliminating fatal and severe injury collisions by 2028.


BACKGROUND/DISCUSSION

The City has begun the process of developing a citywide Bicycle & Pedestrian Action Plan. The scope of work for this plan was presented to the Bicycle & Pedestrian Advisory Committee (BPAC) in July. As previously discussed, the Action Plan also includes a Vision Zero component in order to implement the City Council's strategic goal of improving traffic safety.

On October 9, 2017, the City Council received a presentation with an initial analysis of 10 years of traffic collision data. The City Council then directed staff to prepare a resolution adopting a goal of reducing serious and fatal traffic collisions to zero (Vision Zero). Staff is currently drafting a Vision Zero resolution that would set a goal of eliminating fatal and severe injury collisions in 10 years (by 2028), with an interim goal of reducing these collisions by 20 percent by 2020. Staff anticipates presenting this resolution for the City Council's consideration in January. Staff seeks the BPAC's concurrence with these goals.
