RECOMMENDATION

 

Staff recommends that the City Council (1) receive a presentation on the status of the Bicycle & Pedestrian Action Plan, (2) receive a presentation on Vision Zero, and (3) discuss and provide direction to staff.

 

 

BACKGROUND/DISCUSSION

 

On June 12th, 2017, the City Council authorized staff to begin work on a Bicycle & Pedestrian Action Plan (BPAP). This plan is intended to develop policies, projects, and programs that implement the Council’s Strategic Goal #3: Work Toward No Overall Growth in Average Daily Traffic (ADT) Citywide (Zero ADT Growth) while Enhancing Traffic Safety. The BPAP will also update the 2010 Bicycle & Pedestrian Master Plan in order to improve the City’s competitiveness for grant opportunities.

 

Meeting the Council’s strategic goal will require more ambitious projects to provide biking and walking infrastructure that is safe, convenient, and comfortable for Culver City residents and employees of all ages and abilities-not just for those who already bike and walk. These more ambitious projects will require the City to solicit stakeholder input from all affected individuals and organizations to ensure that proposed projects enjoy substantial community support. Therefore, the consultant team and staff have prepared a Public Participation Plan (attached) to optimize opportunities for the public to weigh in throughout the process in person, online, and through interactive demonstration projects. Staff seeks the Council’s feedback on this Public Participation Plan to ensure that it reflects the level of effort expected by Council to seek input from all affected stakeholders. Staff further invites the Council to participate at upcoming community workshops and events.

 

As part of Strategic Goal #3, the Council directed staff to evaluate the Vision Zero traffic safety initiative, which is being implemented in Los Angeles, San Francisco, and other cities throughout the state, nation, and world. An early deliverable included in the BPAP scope of work was to evaluate baseline conditions for traffic fatalities and serious injuries. Tonight, the consultant team will present these initial findings for the Council’s review. If directed, staff will prepare a resolution for the Council’s future consideration to declare Culver City as a Vision Zero City and set a timeline for achieving the goal of zero fatalities and serious injuries.

 

 

FISCAL ANALYSIS

 

Funding for the Bicycle & Pedestrian Action Plan was provided in the FY 2015/16 and FY 2017/18 budgets. The Public Works Department will seek funding for implementation via future grant opportunities and Capital Improvement Program requests.
