RECOMMENDATION

 

Staff recommends the City Council approve an extra work change order in the amount of $118,065 to the existing contract with Comet Electric to modify existing LED Streetlight Fixtures as part of the Energy Efficiency Streetlight Upgrades Project, PZ-684.

 

 

BACKGROUND/DISCUSSION

 

On October 12, 2015, the City Council approved a contract agreement with Comet Electric to construct the Energy Efficiency Streetlight Upgrade Project, PZ-684.  The scope of work is to retrofit a total of 1,491 unmetered streetlights in the City with new energy efficient light fixtures.

 

There were 307 LED post top fixtures that were purchased at the time of contract award in 2015.  The fixtures complied with the industry standards at the time.  However, shortly after installing some of the upgraded fixtures in March 2017, the Public Works Department received feedback from residents regarding the color of the new street lights and in some cases the perceived increase in the level of brightness from the new fixtures.  To resolve community concerns, several modified LED fixtures with a warmer color temperature bulb were installed in May 2017 as a demonstration and to obtain feedback from residents.   The feedback from the surrounding residential neighborhood regarding the replacement LED fixtures has been very positive.

 

This change order work would require the contractor to remove and deliver all of the post top fixtures back to the manufacturer’s fabrication shop to replace the required LED modules with the warmer color lights.

 

 

FISCAL ANALYSIS

 

The approved construction contract for this project was in the amount of $750,981.  There are sufficient general funds in the PZ-684 FY17/18 CIP budget to fund this extra work change order.

 

The original construction amount of $750,980.73 was to be funded by $166,309 rebates and incentives approved through SCE’s Customized Incentive Program and by a $584,671 loan through SCE’s zero percent APR On-Bill Financing program.   It was discovered during construction that the types of existing street light fixtures installed do not match the streetlight inventory data as provided by Southern California Edison at the time of the SCE agreement was executed.  Staff is currently working with SCE to modify/adjust the existing financial (rebate incentive and On-Bill financing) agreement, and it will be brought back to the City Council for consideration and approval in the future.

2)                     Authorize the Public Works Director/City Engineer to execute the extra work change order on behalf of the City.
