RECOMMENDATION
Staff recommends the City Council (1) accept the work performed by Elecnor Belco Electric, Inc.; (2) authorize filing a Notice of Completion; and authorize the release of the retention funds in the amount of $51,783.73 after the expiration of the 35-day lien period, for the construction of the Traffic Signal Left Turn Phasing and Upgrade Project, PS-003 Federal Aid Project No. HSIPL 5240(032).
BACKGROUND/DISCUSSION
In July 2013, the Public Works Department/Engineering Division submitted a competitive grant application for the Federal Highway Safety Improvement Program (HSIP) for Cycle 6. The purpose of the HSIP grant is to improve the safety of pedestrians and all roadway users. The City was awarded a grant in the amount of $944,889 to improve safety at seven intersections by installing left-turn arrows. The seven intersections are:
1. Centinela Ave./Washington Bl. (NB/SB)
2. Centinela Ave./Washington Pl. (NB/SB);
3. Duquesne Ave./Jefferson Bl. (SB);
4. Jefferson Bl./Jordan Way-Summertime Ln. (SB)
5. Jefferson Bl./Machado Rd. (EB/WB);
6. Sepulveda Bl./Washington Bl. (NB/WB);
7. Sepulveda Bl/Washington Pl. (SB/EB)
On May 9, 2016, the City Council awarded a construction contract to Elecnor Belco Electric, Inc. in the amount of $1,000,080 and approved $100,000 (10%) in change order authority to the Public Works Director/City Engineer.
Two change orders were issued and approved during the project due to unforeseen field conditions. Several existing conduits were discovered damaged and were replaced. The total amount of the change orders was $34,442.89 (3.4% of total construction contract).
The project also included the reconstruction of failed portions of Duquesne Avenue and new slurry seal from Lucerne Avenue to Jefferson Boulevard.
Elecnot Belco Electric, Inc., substantially completed the project in April 2017 and the final punch list was completed to the satisfaction of staff in late August 2017.
Construction management was performed by staff and inspection services were provided by the Nickerson Company in the amount of $67,200 under the existing City Council pre-approved on-call general civil engineering list.

MOTION
That the City Council:
1. Accept the Work Performed by Elecnor Belco Electric, Inc. for the Construction of Traffic Signal Left Turn Phasing and Upgrade Project, PS-003 Federal Aid Project No. HSIPL 5240(032).; and,
2. Authorize the Public Works Director/City Engineer to execute the Notice of Completion and Submit it to the Los Angeles County Recorder’s office for recordation; and,
3. Authorize the release of Retention Funds in the amount of $51,785.73 to Elecnor Belco Electric, Inc., after the expiration of the 35-day lien period.
