RECOMMENDATION
Staff recommends the City council (1) reject the bid proposal for the Baldwin Avenue Rain Garden Rehabilitation Project, PR-003; and (2) authorize the publication of a new Notice Inviting Bids in order to rebid the Project.
BACKGROUND
In June 2012, with funding from Santa Monica Bay Restoration Commission’s Proposition 50 Grant, four rain gardens were constructed in the parkway of both west and east side of Baldwin Avenue just north of Farragut Drive. Rainwater and irrigation run-off from impervious areas such as the street, driveways, sidewalks, and roofs from the residences along Baldwin Avenue between Braddock Drive and Farragut Drive, was diverted to the rain gardens and allowed to filter and percolate through the soil. The rain garden system minimized or eliminated pollutants such as metals, bacteria, and toxins from reaching Ballona Creek. Due to erosion and settlement, the rain gardens are in need of rehabilitation. The rehabilitation design will resolve the existing problems and also comply with the City’s adopted 2016 Residential Parkway Guidelines.
DISCUSSION
On July 10, 2017, the City Council approved the final plans and specifications and authorized publication of a Notice Inviting Bids for the Baldwin Avenue Rain Garden Rehabilitation Project. The Notice was published in the local newspaper, on the City’s website, and in trade journals. On August 10, 2017, the City Clerk’s office staff publicly opened bids. Only one contractor responded with a bid in the amount of $81,550, from Access Pacific Inc.
The bid amount greatly exceeds the approved total budget and staff recommends the City Council reject the bid. Staff attempted to contact the other three contractors that purchased the plans and specifications for the project. The contractors responded that they chose not to bid the Project due to successfully being selected on another project at the same time or did not have ample time to prepare their bid. However, one contractor did express interest in bidding the Project if bids are invited again. Staff will continue to reach out to other contractors to gauge interest prior to re-bidding the Project.
Staff recommends the Project be rebid and requests the City Council authorize the publication of a new Notice Inviting Bids.
FISCAL ANALYSIS
The total available funds for this Project is $50,000 (accounts 43480000.730100.PR003 and 4348000.730100.PZ497). The estimated Project construction is $44,900, and the contingency (10%) is $4,490.
