RECOMMENDATION
Staff recommends the City Council (1) receive this informational presentation and progress report on the findings and recommendations to date of the Culver City TOD Visioning Study; and (2) provide direction to the City Manager as deemed appropriate.
BACKGROUND/DISCUSSION
On March 14, 2016 the City Council authorized a study of the Transit Oriented Development (TOD) District to examine area circulation and prepare recommendations on “first and last mile” mobility solutions around the Culver City Expo Station.
The Culver City TOD Visioning Study and recommendations, prepared by Johnson Fain, Steer Davies Gleave, and the KOA Corporation, centers on re-focusing mobility planning in the TOD area to include multiple modes - pedestrians, transit, and bikes, in addition to automobile traffic that has driven mobility planning historically. Beginning with the Expo Station at its core, the mobility visioning study has explored linkages to connect the station area better with Downtown and with its surrounding neighborhoods. Through a series of eight public workshops, the project has identified mobility issues of primary concern to residents and other stakeholders and outlines multiple interconnected measures for addressing them. In addition to the workshop series, interested parties within the greater area of the TOD have mapped and posted their comments on an interactive website at www.culverTODvision.org <http://www.culverTODvision.org>.
Recommendations are based on the overlay of connected mobility networks to allow people to drive less and walk, bicycle, and take transit more. Significant long-term modifications to the design of Washington Boulevard as the “main street” of the TOD area are proposed. These modifications are intended to improve pedestrian access, use and safety; to discourage through-traffic use by automobiles with destinations other than Culver City; to facilitate transit convenience and efficiency; and to support access by those for whom Culver City is an employment destination. Other recommendations include traffic-calming measures to improve pedestrian and bike circulation within the TOD area and its adjoining neighborhoods; development standards within an expanded TOD District to enhance pedestrian access; the introduction of micro-transit services to meet local circulation needs; improved wayfinding systems within the TOD area and Downtown Culver City; an integrated network of bike lanes and other facilities to link the neighborhoods; and an intensified program of Transportation Demand Management (TDM) for both TOD area and citywide coordination of alternate mobility modes for Culver City.
The project consultant team will provide a summary of their findings and recommendations to date which supporting graphic materials and mapping.
