RECOMMENDATION
Staff recommends the City Council approve a professional services agreement with Land Images Landscape Architecture (“Land Images”) to provide design and construction administration services for the AIP Phase III and Phase IV projects in an amount not-to-exceed $52,675.
BACKGROUND/DISCUSSION
The City has successfully spurred reinvestment along West Washington Boulevard with the Area Improvement Plan (AIP) that included a mix of loans, small grants, street graphics and public improvements. In May 2017, the City Council authorized staff to proceed with the completion of the Phase IV project, comprised of seven medians on Washington Boulevard between Beethoven Street and Glencoe Avenue.
Progression of the AIP Phase IV project has been impacted by Public Works’ West Washington Storm Water Infiltration project slated to begin in Spring 2018. Economic Development and Public Works have discussed the impacts to the AIP Phase IV project and recommend proceeding in two phases - Phase IV-A (two medians between Alla Road and Beethoven Street) and Phase IV-B (five medians between Michael Avenue and Glencoe Avenue).
Phase IV-A would proceed now and be bid independently from the Phase IV-B project. Phase IV-B would be bid and managed jointly as part of the Public Work’s infiltration project slated for construction in 2018. Given their previous work on the Phase III and Phase IV construction documents and bid specifications, staff requested a proposal from Land Images (Attachment 1) to modify the scope, update the existing construction documents and bid packages and provide construction administration for both Phase IV-A and Phase IV-B. The proposed amount for Phase IV-A and B is $44,805.
Land Images has also submitted a proposal for a lighting design upgrade for Phase III design in the amount of $7,870. Funds for this work have been approved and allocated in the West Washington Assessment District No. 1 Fiscal Year 2017-2018 budget.
The total amount, for AIP Phase IV-A (two medians), Phase IV-B (five medians) and the Phase III lighting upgrade design would be $52,675. The City’s consulting civil engineer, KOA Corporation (“KOA”), has reviewed Land Image’s proposal and has found it to be reasonable and within industry standard.
FISCAL ANALYSIS
The City has set-aside approximately $733,285 in bond proceeds that will permit updating the plans and specifications, formation of the assessment district, and construction of the Phase IV-A and Phase IV-B medians depending on the bids received

That the City Council:

2. Authorize the City Attorney to review/prepare the necessary documents;
3. Authorize the City Manager to execute such documents on behalf of the City.
