RECOMMENDATION

 

Staff recommends the City Council (1) reject the bid proposal for the Culver City Park - Park to Playa - Ballona Creek Connection Project- PZ-551 (Project); and (2) authorize the publication of a new Notice Inviting Bids in order to rebid the Project.

 

 

BACKGROUND

 

The Project, which is a collaboration between the Public Works and PRCS Departments, proposes to complete  Park  to  Playa  Segment  7,  a  crucial  trail  segment  that  links  the  Baldwin  Hills Overlook/Culver City Gateway with Ballona Creek, and includes: 

 

1.  Trail improvements:  Improving the existing trail and removing barriers along section 7.1 (Attachment 2), which connects the Culver City Gateway to the upper ball fields within Culver City Park.   From the terminus of section 7.1, the Project incorporates several elements to complete the Ballona Creek connection;

 

2.  ADA accessible/pedestrian passageway:   The construction of two new ADA accessible path sections, section 7.2a to the north of the existing Interpretive Trail Boardwalk and section 7.3 to the south, including needed improvements to the Boardwalk in order to better integrate it as the mid-section of the trail;

 

3.  Bicycle Path:  Bicycle lanes on the extension of Duquesne Avenue in Culver City Park, which have already been installed by the Public Works Department; and,

 

4.  Final creek connection:  Providing both a pedestrian and bicycle path at the Duquesne Avenue entrance to Culver City Park, where both then extend north on Duquesne Avenue via the existing sidewalk and the recently installed bicycle sharrows and a new left turn bicycle lane, to the Duquesne entrance to the Ballona Creek Bike Path.

 

 

DISCUSSION

 

On January 23, 2017, the City Council approved the final plans and specifications and authorized the advertising of bids for the Culver City Park - Park to Playa - Ballona Creek Connection Project. 

 

The notice of inviting construction bids was published in the local newspaper, on the City’s website, and in trade journals.  On May 25, 2017, the City Clerk’s office staff publicly opened bids.  One contractor responded with the following bid amount:

 

Zusser Company Inc.                     $1,462,000

 

The bid amount greatly exceeds the approved total budget and staff recommends the City Council reject the bid.  Staff attempted to contact the other eight contractors that purchased the plans and specifications for the project and some responded that they chose to not bid the project due to successfully being selected to do work on other private or public projects at the same time.  However, several contractors did express interest in bidding the Project if bids are invited again.  Staff recommends the project be rebid and requests the City Council authorize the publication of a new Notice Inviting Bids.  

 

On April 28, 2017, the Baldwin Hills Conservancy (BHC) Board approved a one year extension to complete the project (June 30, 2018).  Also the BHC Board approved an additional budget amount of $80,000 for the project. 

 

 

FISCAL ANALYSIS

 

The total budget for this Project is $471,403, including $336,043 in Baldwin Hills Conservancy Proposition 84 funds (account 423.80000.730100.PZ551), and $135,360 in matching funds.  The matching funds include $120,360 in Capital Improvements and Acquisitions funds (accounts 420.80000.619800.PZ551; and, 420.80000.730100.PZ551), and $15,000 of in-kind staff time (as logged by the Engineering Services Manager and the Parks Division Manager and reflected in their respective Operating Budgets).  The budget for design, administration and project management is $63,765, leaving $407,638 for construction.

 

This Project provides for an estimated $70,500 in Interpretive Nature Trail area stabilization and entrance/exit improvements.  Additional funding for this work which includes the removal and replacement of the existing wood treads, rails, handrails and caps that comprise the Nature Trail, is funded separately by Los Angeles County Regional Park and Open Space District Proposition A Maintenance and Servicing Funds.  With this amount and the additional $80,000 approved by the BHC in April, the total amount currently available for construction of the project is $558,138.
