RECOMMENDATION
Staff recommends the City Council approve an extra work change order in the amount of $72,500.00 to the existing contract with Western State Fire Protection Company for the installation of additional smoke detectors at the Veteran’s Memorial Auditorium as part of the safety upgrades for the facility (PZ-876).
BACKGROUND/DISCUSSION
At its October 24, 2016 meeting, the City Council approved agreements with four different contractors for various aspects of the safety improvements at the Veteran’s Memorial Building; LA Pro Point (cleaning of fire curtain and upgrade to stage rigging system), Power Source Systems (new emergency exit signs/lighting, installation of panic hardware on doors, emergency backup generator relocation, and balcony fall protection), 4-Wall Entertainment (theatrical lighting upgrade), and Western State Fire Protection Company (installation of a new fire alarm/monitoring system). The City Council also approved an aggregate amount of $66,945.62 in change order authority for the Public Works Director/City Engineer for this project as a whole.
Future upgrades to the facility will include the installation of a fire sprinkler system; however due to the high cost for the installation of such a system, staff determined to hold off on this until funding can be encumbered in future fiscal years. As an interim measure, the Fire Department has requested that more smoke detectors be installed than what was originally proposed by Western State Fire Protection Company (Western). Hence, staff recommends that the City Council approve an extra work change order to Western’s contract to include the installation of additional smoke detectors. The proposed amount of $72,500.00 is in addition to the existing approved contingency authority. Part of the original contingency authority has already been utilized for unforeseen circumstances that arose during the other aspects/phases of this project. Any remaining funds from the contingency authority will be used for unforeseen circumstances during the fire alarm and sprinkler system installation and the cleaning of the A/C ducts in the building.
FISCAL ANALYSIS
There are sufficient funds available in the City Council Adopted Budget for Fiscal Year 2017/2018 for Capital Improvement Project 42080000.730100 PZ-876 (Veterans Memorial Building Refurbish) with an additional $50,000.00 in funding available in the Cultural Trust Fund (41310400.730100 PZ-876/Cultural Facility Enhancement-Veterans Memorial Building Refurbish) and $40,987.59 raised by the Cultural Affairs Foundation (CAF). The latter funding source can only be utilized for the theatrical lighting upgrade.

MOTION
That the City Council:
1. Approve the extra work change order in the amount of $72,500.00 (in addition to the original $66,945.62 change order authority) to the existing contract with Western State Fire Protection Company for the installation of additional smoke detectors at the Veteran’s Memorial Building; and,
2. Authorize the Public Works Director/City Engineer to execute the extra work change order on behalf of the City.
