RECOMMENDATION
Staff recommends that the City Council (1) consider a request from the CCSCC to approve a Joint Declaration establishing a Sister City relationship with Capo d’Orlando; (2) approve a Budget Amendment appropriating an amount not-to-exceed $3,000 from the General Fund for expenses for a Capo d’Orlando Delegation visit to Culver City; and (3) approve an amendment to the MOU with the CCSCC.
A Budget Amendment Requires a Four-Fifths Vote.
BACKGROUND/DISCUSSION
On December 10, 1962, the City Council established the Culver City Sister City Committee. On June 22, 2008, the CCSCC received its Final Status Determination Letter as a 501 (c) 3 from the Internal Revenue Service, retroactive to January 31, 2008. On April 21, 2009, the City and CCSCC entered into an MOU setting forth the roles and responsibilities of the City and the CCSCC with regard to CCSCC activities. The MOU was amended on September 7, 2010 and again on June 30, 2013. The current MOU will expire on June 30, 2018.
The City Council has found that the development and implementation of a sister city relationship between the City and various sister cities worldwide promotes cultural relations and benefits Culver City. In particular, the sister city relationship fosters and promotes:
(1) The exchange of information and ideas for the cultural betterment of Culver City and its community;
(2) The knowledge, understanding, and education of Culver City and of its community; and
(3) The mutual understanding and goodwill between Culver City and sister cities.
The City of Culver City has Sister City relationships with the following Sister Cities: Uruapan, Michoacán, Mexico (February 24, 1964); Kaizuka, Osaka, Japan (April 29, 1965); Iksan City, Chollbuk-do, South Korea (September 12, 1983); and Lethbridge, Alberta, Canada (November 6, 1989).
In recent years, the CCSCC has been in contact with Capo d’Orlando representatives to explore a potential Sister City relationship. To this end, representatives from Capo d’Orlando were invited to and participated in the opening ceremonies and parade for the City’s Centennial Celebration on September 24, 2016. Subsequently, Capo d’Orlando officials invited City Council Members and CCSCC representatives to Capo d’Orlando for a delegation visit, which took place in June 2017.
On July 10, 2017, the City Council gave its consensus to agendize a discussion about becoming a Sister City with Capo d’Orlando on tonight’s City Council Agenda. The CCSCC is requesting the City Council (1) authorize the Mayor to sign a Joint Declaration establishing a Sister City relationship with the Capo d’Orlando; and (2) allocate an amount not-to-exceed $3,000 for a Capo d’Orlando delegation visit to Culver City. Capo d’Orlando delegation members would pay for their own airfare on their visit. The CCSCC is requesting that Mayor Cooper sign the Joint Declaration at a Centennial Celebration Closing ceremonies special event in the presence of the Capo d’Orlando delegation.
If the City Council approves the Joint Declaration, staff recommends that the City Council direct the City Manager to review and update the current MOU with the CCSCC to reflect Capo d’Orlando as a new Sister City and make other changes to the MOU that are agreeable to both parties to improve the functionality of the MOU. Staff recommends the next term of the MOU expire on June 30, 2023.
FISCAL ANALYSIS
The fiscal impact to invite a delegation visit is estimated to be an amount not-to-exceed $3,000 for Fiscal Year 2017-18. Any future allocations to the CCSCC for future Fiscal Years would be determined by the City Council as part of the annual budget process.

That the City Council:
1. Authorize the Mayor to sign a Joint Declaration establishing a Sister City relationship with Capo d’Orlando;
2. (FOUR-FIFTHS VOTE REQUIRED) Approve a Budget Amendment appropriating an amount not-to-exceed $3,000 from the General Fund for Expenses for a Capo d’Orlando Delegation Visit to Culver City;
3. Approve of an Amendment to the MOU with the CCSCC;
4. Authorize the City Attorney to review/prepare the necessary documents; and
5. Authorize the City Manager to execute such documents on behalf of the City.
