RECOMMENDATION
Staff recommends the City Council (1) accept the work performed by R. E. Schultz Construction for the Syd Kronenthal Park Age 2 - 5 Playground Rehabilitation Project, PZ831; (2) authorize the filing of a Notice of Completion; and (3) authorize the release of the retention payment in the amount of $3,504.00 after the expiration of the 35-day lien period.
BACKGROUND/DISCUSSION
On June 22, 2015, the City Council approved a budget adjustment of $75,523.80 in General Funds for the Syd Kronenthal Park Age 2 - 5 Playground Rehabilitation, to augment the $62,051.20 in Proposition A Cities Excess Funds remaining from the construction of the 5 - 12 Playground, to fund the 2 - 5 Playground for total amount of $137,575.00.
On March 28, 2016, the City Council approved the final plans and specifications and authorized the publication of a notice inviting bids for the SK Park Age 2 - 5 Playground Rehabilitation Project. As directed by the City Council at the June 22, 2015 meeting, the plans and specifications for the Project, were based on the recommendations of the Syd Kronenthal Park/Culver City East Neighborhood, which were: “Design Concept A, with the option of one bucket swing and one traditional (flat) swing.”
On June 27, 2016, the City Council awarded a contract to R.E. Schultz Construction, Inc. for the playground installation. The Age 2 - 5 Playground was completed and open to the public in October 2016. As planned, all of the remaining Proposition A Cities Excess Funds were used toward the completion of the Age 2 - 5 Playground. However, the General Fund (420) monies needed for the Project were much less than originally anticipated. Therefore, staff was able to use some of these 420 funds to install an additional Age 5 - 12 swing set near the tennis courts in the Park.
FISCAL ANALYSIS
There are currently sufficient funds for the $3,504.00 retention payment in the Fiscal Year 2017/2018 Adopted Budget, in 42080000.730100.PZ831 (Capital Improvements / Improvements Other Than Buildings / Syd Kronenthal Playground Project). There was one deductive change order for the Project and the total R. E. Shultz Construction contract amount is $70,080.00; $66,576.00 has been spent to date. $62,051.20 of this amount was expended from 42380000.730100.PZ831 (Grants Capital Projects / Improvements Other Than Buildings / Syd Kronenthal Playground Project). City funds spent on the Age 2 - 5 Playground total approximately $14,000.00, which includes the remaining R.E. Schultz contract amount, project management, Playground inspection and certification and miscellaneous filing fees.

2. Authorize the Parks Division Manager to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s Office; and,
3. Authorize the City Manager to release $3,504.00 in retention funds to R. E. Schultz Construction after the expiration of the 35-day lien period.
