RECOMMENDATION
Staff recommends that the Bicycle & Pedestrian Advisory Committee (BPAC) make a motion supporting the implementation of enhanced school speed reduction zones near all CCUSD campuses.
BACKGROUND/DISCUSSION
In California, posted school zones have a prima facie speed limit of 25 mph in order to increase safety for children traveling to and from school. In 2008, the State Legislature adopted AB 321, which allows local jurisdictions to extend the radius of the school zone from 500 feet to up to 1000 feet and to reduce the school speed limit as low as 15 mph under certain conditions.
In 2015, the City Council directed staff to evaluate the potential implementation of AB 321 in Culver City. The City contracted with KOA to prepare an engineering and traffic survey as required by law. Based on the results of the study, staff recommends that the City reduce the speed limit and extend the school zones around each CCUSD campus to the extent permitted by law. The attached draft study includes details on the proposed implementation as well as supporting data.
Public Works staff will coordinate with the Police Department to promote compliance through education and enforcement activities. The Police Department already conducts periodic education and enforcement campaigns in coordination with the safe routes to school program.
