RECOMMENDATION

 

Staff recommends the City Council: (1) Accept the work performed by GMC Engineering Inc. (GMC); (2) authorize the filing of a Notice of Completion; 3) authorization to release the retention payment after expiration of the 35-day lien period; and (4) approval of an amendment to the existing professional services agreement with Interwest Consulting Group for an additional $6,999 for unexpected costs, for the Hetzler Road Pedestrian Trail Improvements Project, PP-001.

 

 

BACKGROUND/DISCUSSION

 

The Project provides a separate pedestrian walking and jogging trail approximately 10 feet wide and 1500 feet long.  The trail starts near Jefferson Boulevard and terminates at a point beyond the last residential access from Hetzler Road.  Construction of the concrete trail includes retaining walls to support the adjacent hillside, signage and associated drainage improvements. The purpose of the Project is to provide a safer route than the Hetzler Road roadway for pedestrians and joggers. Pedestrian use of the section of the Hetzler Road roadway adjacent to the new walkway will no longer be authorized and use will be restricted to vehicular traffic and bicycles only.

 

The Project location is in Culver City but is entirely under the jurisdiction of California Department of Parks and Recreation (State Parks). As requested by State Parks, the City Public Works Department provided bidding and construction contract administration services for the Project. The Project design team, consisting of ALTA Landscape Architects and David Evans, Civil Engineers, was retained by the Mountains Recreation and Conservation Authority (MRCA) on behalf of State Parks.

 

On October 24, 2016 The City Council awarded a construction contract to GMC in the amount of $1,202,227.25.  Work started on December 12, 2016 and was completed and the pedestrian trail officially opened for public use on June 12, 2017. The completed work has been accepted by State Parks.

 

The City Council approved a contingency amount of $120,000 for the construction contract.  There have been six change orders approved in the total amount of $110,330.37.  The change orders resulted from saturated soil conditions from heavy rains during construction, discovery of unknown utilities and installation of a cable guard rail system requested by State Parks.

 

Construction Management was provided by the Interwest Consulting Group under a contract with the City. The original contract amount, including 10% contingencies was $114,510. Rain delays and work added outside the scope of the original GMC construction contract resulted in an additional $6,999 cost for Interwest Consulting Group services above this previously authorized amount.
