RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize publication of a Notice Inviting Bids for the Baldwin Avenue Rain Garden Rehabilitation Project, PR003.
BACKGROUND
In June 2012, with funding from Santa Monica Bay Restoration Commission’s Proposition 50 Grant, four rain gardens were constructed in the parkway of both west and east side of Baldwin Avenue just north of Farragut Drive. Baldwin Avenue does not have underground storm drains and runoff discharges directly to Ballona Creek from the street. The rain gardens were designed to intercept the initial run-off from Baldwin Avenue between Braddock Drive and Farragut Drive and allow it to filter and percolate through the soil. The rain garden would reduce or eliminate pollutants such as metals, bacteria, and toxins from entering Ballona Creek.
DISCUSSION
Due to erosion, settlement, and unsuitable plant selection, the rain gardens are in need of rehabilitation. The rehabilitation design will resolve the existing issues and also comply with the adopted 2016 City Residential Parkway Guidelines. The enhancements would include new crossings with concrete pavers, street trees, backfill material, and appropriate rain garden drought tolerant plants. The project will also incorporate a drip irrigation system and an upgraded filtration system.
Public Outreach
Staff will provide public notification through City’s social media and will send notification letters to residences adjacent to the proposed project.
If approved by the City Council, a Notice Inviting Bids will be published in July 2017. Construction is expected to commence in September 2017, and be completed by November 2017.
