RECOMMENDATION
Staff recommends the City Council approve five-year on-call agreements with Ayala Engineering, Amireh Sewer Contractor, Escobar Contracting, Inc., GRBCON, Inc., and Charles King Company for On-Call Emergency Sewer Repair Services, from July 1, 2017 to June 30, 2022, in an aggregate amount not-to-exceed $600,000.
BACKGROUND/DISCUSSION
The City utilizes sewer contractors to provide 24-hour, on-call emergency response for sewer repair services to supplement the City’s Public Works Maintenance staff in the event of line blockages, damaged pipes or other sewer issues on an as-needed basis. Agreements are maintained with multiple sewer repair Contractor firms who are placed on a ‘short list’.
The contracts for the current list of on-call sewer repair contractors expires June 30, 2017.
Generally, these sewer repair services are exempt from competitive bidding procedures, pursuant to Culver City Municipal Code (CCMC) Section 3.07.085.C.5 (repair or maintenance of equipment, machinery or other City-owned personal property). However, because the City has utilized several of these contractors for a period of five years or more (Ayala Engineering, Amireh Sewer Contractor, and Escobar Contracting, Inc.), CCMC Section 3.07.050, requires that formal or informal bidding procedures, as applicable, be utilized. Therefore, in April 2017, a Request for Qualifications (RFQ) was advertised on the City Public Works website and sent to the current list of City on-call sewer repair contractors. Five (5) firms responded and after evaluation of each response staff is recommending awarding on-call professional services contracts to all five (5) firms as shown below:

These respondents are reputable local sewer pipeline contractors with many years of sewer repair experience in Culver City or with other municipal agencies. All respondents provide reasonable pricing and are properly licensed, bonded and insured.
Having five (5) firms on the on-call list will help ensure the City will get a faster response in the event of an emergency sewer line breakage, or natural disaster. For large Capital Improvement projects or special projects, the process will be opened to firms outside the on-call list.
FISCAL ANALYSIS
The City Council approved capital improvement plan as part of the City Council Adopted Budget for Fiscal Year 2017/2018 includes sufficient funding in P-230 Sewer Localized and Emergency Repairs project for sewer repairs. Future capital improvement plans will include sufficient budget requests for sewer repairs in P-230.

MOTION
That the City Council:
1. Approve On-Call Agreements with Ayala Engineering, Amireh Sewer Contractor, Escobar Contracting Inc., GRGCON, Inc., and Charles King Company for On-call Emergency Sewer Repair Services in an aggregate not-to-exceed amount of $600,000, for the period July 1, 2017 through June 30, 2022.
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
