RECOMMENDATION

 

Staff recommends the City Council approve a contract with B C Traffic Specialist in the amount of $48,261 for the Citywide Striping Maintenance Project.

 

 

BACKGROUND/DISCUSSION

 

The existing striping on many of the major arterial streets are faded and need to be repainted. The proposed Project includes repainting (one coat) over the existing lane lines and markings at most of our major arterial streets.  The Project will utilize glass beads in the paint that allows the motorist to see the pavement line markings more clearly at night and in wet conditions.

 

The following arterial streets are scheduled for striping:

 

1.                     Bristol Parkway (Centinela Ave to Hannum Ave)

2.                     Cantebury Drive (Hannum Ave to Green Valley Circle)

3.                     Doverwood Drive (Green Valley Circle to Bristol Parkway)

4.                     Fox Hills Drive (Hannum Ave to Green Valley Circle)

5.                     Green Valley Circle (Centinela Ave to Sepulveda Blvd)

6.                     Hannum Avenue (Slauson Ave to Playa Street)

7.                     Hayden Avenue (National Blvd to Higuera Street)

8.                     Higuera Street (City Boundary to Washington Blvd)

9.                     Jefferson Avenue (405 Freeway to Hannum Ave)

10.                     Jefferson Avenue (City Boundary to Overland Ave)

11.                     Lucerne Avenue (Higuera Street to Duquesne Ave)

12.                     Overland Avenue (Jefferson Blvd to Sawtelle Blvd)

As this Project involves the repair and maintenance of public streets, is it not considered a Public Works Project, as defined in CCMC Section 3.07.010; therefore it is not subject to the bidding requirements set forth in CCMC Section 3.07.090.  In addition, CCMC  Section 3.07.085.C.6, provides an exception from the bid process for repair and maintenance service of City-owned real property, provided competitive quotes are obtained.

 

On May 9, 2017, three contractors were contacted and responded with the following quotes:

Staff reviewed the three contractor quotes and determined B C Traffic Specialist submitted the lowest quote.  The contractor’s state license, and worker’s compensation insurance were reviewed and determined to meet City requirements. 

 

B C Traffic Specialist has completed several similar projects all with satisfactory performance.  Staff recommends awarding the construction contract to B C Traffic Specialist for the construction of the Citywide Striping Maintenance Project.

 

The maintenance project is scheduled to begin in July 2017 and is expected to be completed by August 2017.  The contractor is required to conduct the restriping during night time construction hours in order to minimize impacts to traffic. 

 

 

FISCAL ANALYSIS

 

There is sufficient funding included in the City Council Adopted Budget for Fiscal Year 2016/2017 (42080000.730100.PS005) to fund this contract.

MOTION

 

That the City Council:

 

1)                     Award a contract to B C Traffic Specialist for the Citywide Striping Maintenance Project, in the amount of $48,261; and,

 

2)                     Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $4,826, if necessary; and,

 

3)                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4)                     Authorize the City Manager to execute such documents on behalf of the City.
