RECOMMENDATION
Staff recommends the City Council approve three-year professional services agreements with two optional one-year extensions in an annual not-to-exceed amount of $8,000 ($40,000 over a five-year period) for geotechnical plan check services with each of the following consulting firms: (1) Global Geo-Engineering, Inc.; and (2) California Testing & Inspections.
BACKGROUND/DISCUSSION
Pursuant to Resolution No. 2006-R037, Culver City’s hillside review policy requires specific additional measures for any significant foundation work proposed on Culver City hillsides including the following:
1. The permit applicant must obtain a geotechnical report.
2. The permit applicant's geotechnical engineer shall be state licensed.
3. The permit applicant’s geotechnical engineer shall review and approve the applicant’s
architectural and structural drawings.
4. The permit applicant's geotechnical engineer shall inspect and approve the foundation forms and reinforcement.
5. The permit applicant's geotechnical engineer shall inspect and approve the final site grading.
6. Culver City Building Safety staff shall send the permit applicant's geotechnical report to a contract geotechnical reviewer, to provide a peer report of the applicant's geotechnical report.
7. The cost of the contract geotechnical review shall be paid by the permit applicant.
On March 30, 2017, RFP #1642 was released for as-needed Geotechnical plan check services. Proposals from five firms were received on April 27, 2017. Of the five responses, two finalists were selected on May 4, 2017. These two consultants are: Global Geo-Engineering, Inc. and California Testing & Inspections.
Staff recommends executing three-year professional services agreements with both consultant firms, with two optional one-year extensions in an annual not-to-exceed amount of $8,000 ($40,000 over a five-year period).
FISCAL ANALYSIS
There is no cost to the City other than the cost of shipping plans to the contract geotechnical
consultant. The initial costs are covered under Building Division contractual services and passed on to the applicant. Funds are available in the City Council Adopted Budget for Fiscal Year 2017/2018 in the Building-Safety Division “Other Contractual Services” Account No. (10150150.619800).

That the City Council:
1. Approve a three-year professional services agreement with Global Geo-Engineering, Inc., with two optional one-year extensions in an annual not-to-exceed amount of $8,000 ($40,000 over a five-year period); and
2. Approve a three-year professional services agreement with California Testing & Inspections, with two optional one-year extensions in an annual not-to-exceed amount of $8,000 ($40,000 over a five-year period); and
3. Authorize the City Manager to execute the optional one-year extensions; and
4. Authorize the City Attorney to review/prepare the necessary documents; and
5. Authorize the City Manager to execute such documents on behalf of the City.
