RECOMMENDATION

 

Staff recommends the City Council (1) approve an extra work change order to the existing contract with Aldridge Electric Inc. in the amount of $220,000 for the construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004; and (2) approve a budget amendment appropriating $80,000 developer funds in FY16/17 CIP Budget for this Project.

A BUDGET AMENDMENT REQUIRES A FOUR-FIFTHS VOTE

 

 

BACKGROUND

 

The City of Culver City was awarded funding by Los Angeles County Metropolitan Transportation Authority (Metro) for a Traffic Monitoring CCTV System Gap Closure Project, (the “Project”).  The Project  will  install  a  real-time  closed  circuit  video  monitoring  system  along  selected  regional arterial streets to close the gap in the City’s existing traffic monitoring camera system.

On  July  11,  2016  the  City  Council  awarded  a  construction  contract  to  Aldridge  Electric  Inc. (Aldridge) in an amount of $2,885,118 ($2,635,118 awarded bid amount plus $250,000 in change order authority) for the Construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004.

The Project consists of the installation of closed circuit monitoring cameras and approximately  four  miles  of  fiber  optic  communication  cable  at  12  locations (Originally  18 camera  locations  was  planned,  six  were  removed  from  the  contract  award  due  to  a  funding shortfall).  The 12 project locations would supplement the existing 14 camera locations operated by the City and 10 other camera locations that are shared with the City of Los Angeles.

On November 14, 2016, the City Council approved an extra work change order (Change Order #2) to the existing contract with Aldridge Electric Inc. in the amount of $167,890 for related traffic signal and street light upgrade improvements.

 

 

DISCUSSION

 

It is estimated that the overall construction as of the date of this report is approximately 90% completed.  Additional funding has become available due to the completion of other capital projects and a traffic mitigation condition of approval requirement for the C3 project located at 5800 Bristol Parkway.  With the additional funding, Staff recommends that three CCTV cameras that were previously deleted at the time of contract award be added back into the contract.  The extra cameras will enhance the City’s ability to monitor traffic on arterial corridors.  The cost estimate for the three additional cameras (Bankfield Ave./Sepulveda Bl., Sawtelle Bl./Culver Bl., and Slauson Ave./SR90 freeway)  is $220,000.  The actual construction cost will be based on the original contract bid unit price.

The $250,000 in original contingency amount will be used toward any unforeseen field conditions.   As of today, $113,877 (Change Order No. 3) extra work has been approved, mostly due to various unforeseen underground utility conditions.

The proposed extra work will extend the project completion by approximately 4~6 weeks.

MOTION

 

That the City Council:

 

1.                     Approve Extra Work Change Order in the amount of $220,000 (in addition to the original $250,000 change order authority) to the existing contract with Aldridge Electric Inc. for the construction of the Traffic Monitoring CCTV System Gap Closure Project, PL-004; and,

2.  Approve a budget amendment appropriating $80,000 developer funds in FY16/17 CIP Budget for this Project; and,

3.  Authorize the Public Works Director/City Engineer to execute the extra work change order on behalf of the City.
