RECOMMENDATION
Staff recommends the City Council (1) approve the award of a construction contract to Metro Builders & Engineers Group, Ltd., as the lowest responsive and responsible bidder, in the amount of $1,094,312, for the construction of the Transfer Station Stormwater Diversion Project, PZ-948; and (2) authorize the Public Works Director/City Engineer to approve Change Orders, for an amount not-to-exceed $110,000, if necessary, for construction.
BACKGROUND
On January 23, 2017, City Council approved the final plans and specifications and authorized publication of a notice of inviting bids for the Transfer Station Stormwater Diversion Project, PZ948.
Public Works Environmental Programs & Operations Transfer Station Facility (Facility) functions as a transfer facility for recyclables, municipal solid waste, and organics waste collected locally from residential, commercial, and industrial properties within Culver City. The refuse and recyclables are transported from the Facility to landfills and recycling facilities and the organic material is sent to a composting facility.
Due to the Facility’s function and daily operations, pollutants such as trash, oil & grease, bacteria, iron, copper, lead, and zinc may be found on site. The existing trench drain filtration devices are high maintenance and are easily saturated, leading to a limited effective life cycle.
Therefore, in order to maintain compliance with the State’s Industrial General Permit (IGP) and the City’s NPDES MS4 Permit, the City is in need of more viable structural Best Management Practices (BMPs) that can treat/retain the first 1.1-inch rainfall (equivalent to the 85th percentile, 24-hour rain event) of all potential pollutants from the site.
Staff proposed construction of a first flush storage system consisting of two (2) underground storage tanks that would collect and store the first 1.1 inch of rain fall from 80 % of the Transfer Station site. The storm water and urban runoff will be diverted from the existing trench drains into underground storage tanks with a combined storage capacity of 31,000 gallons. After the storm has passed, the tanks will be pumped into the sanitary sewer system for treatment at the Hyperion Treatment Plan.
DISCUSSION
On April 27, 2017, the City Clerk publicly opened the bids for this Project. Four (4) contractors responded with the following bid amounts:

Staff has thoroughly reviewed the bid documents provided by Metro Builders & Engineers Group, Ltd. (Metro Builders), and determined that the bid is responsive and complete.
Metro Builders’ bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements. Metro Builders has completed similar improvement projects and has extensive experience in construction of public agency facilities.
They have completed projects for the cities of Los Angeles, Palos Verdes Estates, Huntington Beach, Newport Beach, and County of Los Angeles Sanitation District and are highly recommended by all the cities mentioned.
This Project is scheduled to begin in June 26, 2017 and is expected to be completed by November, 2017.
Construction Support
Construction management, inspection, and material testing services will be procured through a competitive Request for Proposal (RFP) process and selected from a list of firms pre-approved by the City Council for construction management/inspection services and material testing services on capital improvement projects.

The remaining funds will be used for the construction of the Transfer Station Rain Garden, Phase 2, scheduled to begin in October, 2017 and expected to be completed by January, 2018.

MOTION
That the City Council:
1) Award a contract to Metro Builders & Engineers Group, Ltd., as the lowest responsive and responsible bidder, for the Transfer Station Stormwater Diversion Project,
Phase 1, PZ-948 in the amount of, $1,094,312;
2) Authorize the Public Works Director/City Engineer to approve Change Orders, for an amount not-to-exceed $110,000, if necessary, for construction;
3) Authorize the City Attorney to review/prepare the necessary documents; and
4) Authorize the City Manager to execute such documents on behalf of the City.
