RECOMMENDATION

 

Staff recommends that the City Council (1) consider a recommendation by the Disability Advisory Committee (DAC) in support of adoption of the Resolution establishing DAC Bylaws; and (2) adopt the proposed Resolution if deemed appropriate.

 

 

BACKGROUND/DISCUSSION

 

Although the Culver City Disability Advisory Committee (DAC) has had Bylaws in place for several years, they were never formerly adopted by the City Council.  When this came to the attention of the City Clerk’s Office in mid-2014, the Senior and Social Services Division of the Parks, Recreation and Community Services Department, which provides administrative support to the DAC, was asked to coordinate the process of preparing the draft Bylaws with the DAC.

 

At the August 13, 2014 DAC meeting, the DAC discussed potential revisions to the Disability Advisory Committee Bylaws and created an Ad Hoc Subcommittee to prepare updated Bylaws for recommendation to the City Council.  Committee members Alexander Lee, Dr. Robert Montgomery, and Dr. Jay Shery were appointed to serve on the DAC Bylaws Review Ad Hoc Subcommittee.

 

Subsequently, the members of the DAC Bylaws Review Ad Hoc Subcommittee reviewed, revised, and prepared the updated Bylaws and presented them for consideration by the DAC at their October 8, 2014 meeting.  At that meeting, the DAC accepted the revised and updated DAC Bylaws as proposed by the Ad Hoc Subcommittee for submission to and adoption by the City Council.

 

The DAC’s recommendation regarding adoption of the Bylaws was originally scheduled for early 2015.  However, due to administrative delays, the item was postponed until this evening’s meeting.  In anticipation of the Bylaws being calendared for the City Council, the current DAC members reviewed the Bylaws that were approved at the October 8, 2014 DAC meeting again at the December 14, 2016 meeting.

 

At the April 12, 2017 DAC meeting, the Bylaws were presented for review once more, this time with extensive formatting revisions as suggested by the City Clerk’s Office and the City Attorney’s Office.  These formatting revisions were meant to bring the DAC Bylaws into conformance with a standard template that is now being used for the Bylaws of all City Commissions.  The DAC members approved the attached Bylaws (Exhibit A to the proposed Resolution) and recommended their adoption by the City Council.  Parks, Recreation and Community Services Department staff, the City Clerk’s Office and the City Attorney’s office concur with the recommendation by the DAC for adoption of the Resolution.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact associated with the adoption of the Resolution.
