RECOMMENDATION

 

Staff recommends the City Council:

 

1.                      Award a contract to Sully-Miller Contracting Company as the lowest responsive and responsible bidder, for the 2017 Pavement Rehabilitation Project, PS-005 and Culver West Alexander Park Paddles Tennis Court Reconstruction PZ-835 in the amount of $2,062,000 ($1,957,681+$104,319); and,

 

2.                     Authorize the Public Works Director/City Engineer to increase the construction contract with Sully-Miller Contracting Company in an amount not to exceed $489,420 (25% of base bid) for additional street resurfacing work.

 

 

BACKGROUND

 

Per recommendations in the pavement management system and visual observation, several streets have been selected to be resurfaced with new asphalt.  The scope of work consists of removing and replacing 1.5 ~2 inches of deteriorated asphalt concrete with new rubberized asphalt concrete.  Damaged curb and gutter will be replaced where necessary.  The following arterial and residential streets are scheduled for resurfacing:

 

1. Jefferson Blvd. - Kinston Ave. to Sepulveda Blvd.

2. Sepulveda Blvd. - Centinela Blvd. to Green Valley Circle

3. Sepulveda Blvd. -Venice Blvd. to Washington Blvd. (localized repairs only)

4. Buckingham Pkwy - Hannum Ave. to Slauson Ave.

5. Slauson Ave. - Sepulveda Blvd. to Hannum Ave.

6. La Cienega Blvd. - Fairfax Ave. to Washington Blvd.

7. Wesley St. - National Blvd. to Higuera St.

8. Matteson Ave. - Albright Ave. to Sawtelle Blvd.

9. Stevens Ave. - Vera Way to South End (Playa St.)

10. Esterina Way - Cranks Rd. to Hill Rd.

11.Centinella Ave. - Sepulveda Blvd. to Mesmer Ave.(northbound curb lane only)

12. McLaughlin Ave. - Adjacent to Washington Blvd.

13. Inglewood Blvd. - Adjacent to Washington Blvd.

14. Willat Ave. - Hoke Ave. to End of Cul-de-sac

15. Hines Ave. - Washington Blvd. to Adams Blvd.

16. Vinton Ave. - Farragut Dr. to Le Bourget Ave.

17. (Minor work on Braddock Dr. near Duquesne Ave. and at the intersection of Garfield Ave./Coombs Ave.)

 

On March 27, 2017 the City Council approved the plans, specifications and authorized staff to publish a notice inviting bids for the project. 

 

An addendum was issued to include the reconstruction of the paddle tennis courts at the Culver West Alexander Park. The courts are currently closed due to the deteriorating condition. The new courts will be constructed of concrete slab to replace of the current asphalt surface. The paddle tennis courts work will be scheduled prior to the street rehabilitation contract work.

 

 

DISCUSSION

 

The Notice Inviting Bids was published in Culver City News, on the City’s website and on trade journals. Two bid addenda were issued. On April 20, 2017, the City Clerk’s Office staff publicly opened the bids. Six contractors responded with the following bid amounts:

Staff reviewed the six sets of contractor bid documents and determined Sully-Miller Contracting Company submitted the lowest responsive total base bid.  Staff reviewed the bid proposal and found the bid documents responsive and complete.  Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and determined to meet City requirements.  Sully-Miller Contracting Company is a well-established paving contractor and has completed many similar projects throughout the cities in southern California with satisfactory performance. 

 

Due to the favorable prices in Sully-Miller Contracting Company’s bid and a sufficient available budget, it is recommended that additional streets be included in the scope of work as follows:

 

1.                     Braddock Drive (Jackson Avenue to Overland Avenue & Duquesne Avenue to Irving Place)

2.                     Selmaraine Drive (Jefferson Boulevard to Bankfield Avenue)

3.                     Studio Drive (Pickford Way to Rhoda Way)

 

The construction management, inspection and material testing service providers will be selected from the City’s pre-approved on-call consulting list.

 

The construction will begin in June 2017 and is expected to be substantially completed in the fall.  Weekend and night work is expected on certain streets near I-405 freeway ramps due to Caltrans Encroachment Permit requirements. The work at the La Cienega Bl/Fairfax Ave. intersection will also be performed outside normal working hours. 

 

 

Public Notification

 

Approximately two weeks prior to construction activity, the adjacent businesses and residences will be provided with written information on the project schedule and contact information for questions and/or concerns regarding the project.  Changeable Message Signs will be installed one week prior to construction on arterial streets.  The City will also use social media to inform residents and nearby businesses of the work and to provide on-going status reports.

 

 

FISCAL ANALYSIS

 

This project is funded by City’s General Fund ($1,835,431), Community Development Impact Fee ($269,000), State of California Gas Tax Fund ($348,062), Los Angeles County Measure R ($498,658), and a reimbursable grant from California Department of Resources Recycling and Recovery (CalRecycle) ($183,880) for using rubberized asphalt concrete on this project.

 

The paddle tennis courts reconstruction is funded separately through CIP PZ-835 and PZ-640.

MOTION

 

That the City Council:

2.                     Authorize the Public Works Director/City Engineer to increase the construction contract with Sully-Miller Contracting Company in an amount not to exceed $489,420 (25% of base bid) for additional street resurfacing; and,

 

3.                     Authorize the Public Works Director/City Engineer to approve change orders in the amount not-to-exceed $254,710 ($244,710+$10,000), if necessary; and,

 

4.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

5.                     Authorize the City Manager to execute such documents on behalf of the City.
