RECOMMENDATION

 

Staff recommends the City Council adopt an Ordinance adding Chapter §11.18, Polystyrene Regulations to Title 11, Business Regulations, of the Culver City Municipal Code.

 

 

BACKGROUND/DISCUSSION

 

At its meeting of April 11, 2017, the City Council (1) introduced the proposed Ordinance adding Chapter §11.18, Polystyrene Regulations to Title 11, Business Regulations, of the Culver City Municipal Code; and (2) adopted a categorical exemption related thereto pursuant to the California Environmental Quality Act. (See Attachment No. 1 - April 11, 2017 Staff Report to City Council)

 

The proposed Ordinance is now presented for adoption. (See Attachment No. 2 - Proposed Ordinance)

 

If adopted, the effective date of the Ordinance will be delayed by six months (until November 8, 2017) to provide staff time to notify and inform the affected businesses, to allow depletion of their existing Polystyrene supplies, and to allow time for affected businesses to identify alternative products and their suppliers. 

 

 

FISCAL ANALYSIS

 

During their meeting of December 12, 2016, the City Council approved allocating up to $10,000 from the existing Refuse Disposal Enterprise Fund to implement a branded marketing campaign comprised of a City webpage devoted to disseminating information about the ban, designing and printing brochures, conducting educational workshops and to provide assistance to food providers to identify alternative products and their suppliers.
