RECOMMENDATION

Staff recommends the City Council and Cultural Affairs Commission receive an update on the Subcommittee’s work pertaining to revising the structure of the Culver City Cultural Affairs Foundation.

BACKGROUND/DISCUSSION

With recommendations from the Cultural Affairs Commission (CAC) and Cultural Affairs Foundation Board (CAF Board) as well as public comment, a subcommittee was formed in the fall of 2016 comprised of the following City Council, CAC and CAF Board members:

                     Mayor Jim Clarke

                     Council Member Thomas Small

                     CAC Chair Len Dickter

                     CAC Commissioner Jeannine Wisnosky Stehlin

                     CAF Board Chair Celeste Anlauf

CAF Board Vice Chair Ashley Rodgers

                     CAF Member Brenda Williams

The purview of the subcommittee is to evaluate the structure of the Culver City Cultural Affairs Foundation (CAF) and whether the CAF could better fulfill its mission if operating as a separate entity from the City, similar to that of the Culver City Education Foundation.

The subcommittee has met three times (December 12, 2016; February 6, 2017; and, February 27, 2017), which meetings are subject to the Brown Act and have been open to the public.  Thus far, the Subcommittee has developed a set of revised draft bylaws and is working on a draft MOU with the City.  At least one additional meeting (anticipated to be in May 2017) is required before the Subcommittee will have completed the draft documents and can make a recommendation for consideration by the full CAF Board and then the City Council.
