RECOMMENDATION
Staff recommends the City Council and the Parks, Recreation and Community Services Commission (PRCSC) discuss the initial recommendations from the PRCSC to the City Council for the Fiscal Year 2017/2018 Parks, Recreation and Community Services (PRCS) Department Budget.
BACKGROUND/DISCUSSION
Beginning in Fiscal Year 2014/2015, the City Council instituted an enhanced budget process. This process provides additional opportunities for the public to provide input into the budget document. Further, the City Council now specifically invites members of the City’s Commissions, Committees, and Boards to provide comments during the City’s budget process. This marks the third year that the PRCSC has provided formal budget recommendations to the City Council.
The PRCSC’s budget recommendations are usually crafted over two or three public meetings. First, the topic is introduced; then, the first draft of the correspondence to the City Council is submitted for review by the full Commission; finally, the correspondence is approved and submitted to the PRCSC Director, who then submits it to the City Manager for distribution to the City Council.
At the January 10, 2017 Special Meeting of the PRCSC, the PRCS Department’s Fiscal Year 2016/2017 Adopted Budget was reviewed by the Commission (Attachment 1); the discussion was opened for public comment (none was provided); and, potential topics for the PRCS Commission’s Fiscal Year 2017/2018 budget recommendations to the City Council were discussed. Vice Chair Stuart agreed to craft the first draft of the correspondence for the Commission (Attachment 2). At tonight’s Joint Meeting, the members of the PRCSC have the unique opportunity to discuss the first draft of their budget recommendations for the Fiscal Year 2017/2018 PRCS Department budget with the City Council. It should be noted that this is also the first opportunity that the members of the PRCSC have had to discuss the draft document among themselves.
