RECOMMENDATION

 

Staff recommends the City Council (1) accept the work performed by KDC, Inc. (Dynalectric); (2) authorize filing a Notice of Completion; and (3) authorize release of retention payment in the amount of $37,122.43 after the expiration of the 35-day lien period for the Streetlight Improvement Project, PZ-684 along Washington Place between Zanja Street and Centinela Avenue, and Washington Boulevard between Centinela Avenue and Inglewood Boulevard and between Berryman Avenue and Sepulveda Boulevard.

 

 

BACKGROUND/DISCUSSION

 

On July 13, 2015, the City Council approved a construction contract with Dynalectric for the Streetlight Improvement Project, PZ-684 along Washington Place between Zanja Street and Centinela Avenue, and Washington Boulevard between Centinela Avenue and Inglewood Boulevard and between Berryman Avenue and Sepulveda Boulevard.  The project consisted of replacing conduits, wiring, and the removing and replacing existing non-standard streetlight poles with new 28-foot-high concrete streetlight poles to include new energy efficient lamps, and replacing existing 400-Watt Low Pressure Sodium fixtures with new energy efficient 250-Watt Induction fixtures on existing ‘Cobra-head’ streetlights. A total of 31 new poles and 112 new fixtures were installed.

 

This project replaced and upgraded the existing streetlight system, which is a high voltage series system that had become obsolete and problem prone resulting in frequent streetlight outages. The limits of the streetlight improvements are as follows:

 

                     Washington Place between Zanja Street and Centinela Avenue;

                     Washington Boulevard between Centinela Avenue and Inglewood Boulevard; and

                     Washington Boulevard between Berryman Avenue and Sepulveda Boulevard;

 

Dynalectric successfully completed the work as required in the executed contract.  The construction management was performed by staff, and construction inspection was performed by The Nickerson Company through the on-call general civil engineering contract. 

 

 

FISCAL ANALYSIS

 

The approved construction contract amount was $704,789 and the City Council authorized the Public Works Director/City Engineer to approve change orders in the amount not to exceed $75,000.  The final construction expenditure amount was $742,448.63.  The increase in construction costs and delay of the project completion were due to the following factors:

 

                     Additional work per approved Southern California Edison drawings at three service meter pedestal locations

                     Additional work due to emergency streetlight pole knockdown at Washington Boulevard / Corinth Avenue

                     Obtaining approval from Southern California Edison for three new power service points

                     Installing Cobra head streetlight shields to prevent light from intruding onto private properties

                     Additional streetlight pole installation on Corinth Avenue

                     Faulty photocells required replacement from streetlight fixture manufacturer

                     Added work due to unforeseen on-site conditions; and

                     Increase in bid item quantities

MOTION

 

That the City Council:

1)                     Accept the work performed by the contractor, KDC, Inc. (Dynalectric) for the Streetlight Improvement Project, PZ-684 along Washington Place between Zanja Street and Centinela Avenue, and Washington Boulevard between Centinela Avenue and Inglewood Boulevard and between Berryman Avenue and Sepulveda Boulevard;

 

2)                     Authorize the Public Works Director/City Engineer to execute the Notice of Completion and submit it to the Los Angeles County Recorder’s office for recordation;

 

3)                     Authorize the release of retention funds in the amount of $37,122.43 to KDC, Inc. (Dynalectric) upon expiration of the 35-day lien period.
