RECOMMENDATION

Staff recommends the City Council (1) consider a request from the National Association of Composers USA, Los Angeles Chapter (NACUSA-LA), for additional funding in the amount of $1,850 to supplement production funds for a free Centennial-themed Music in the Chambers Concert; and (2) provide direction to the City Manager as deemed appropriate.



BACKGROUND/DISCUSSION

From 2002 through 2012 the former Culver City Redevelopment Agency (CCRA) funded the free, annual classical music series, Music in the Chambers. The program concluded when the CCRA was dissolved.

 

On December 12, 2016, City Council approved the recommendations for the 2017 Culver City Performing Arts Grant Program (Grant Program). The Grant Program supports performances in Culver City by Los Angeles County-based performing arts organizations. It is funded through the City’s Cultural Trust Fund and applicants are required to present budget proposals noting that the request for grant funds does not exceed more than 50% of the total production costs.

 

A grant in the amount of $1,700 was awarded to NACUSA-LA to support a free Centennial-themed Music in the Chambers concert to be held in the Council Chambers on April 15, 2017. Composer Deon Nielsen Price, a resident of Culver City, is the President Emeritus of NACUSA. Dr. Price has composed two pieces for this concert, including “Serenade in the Chambers” and “Tableaux for String Quartet and Clarinet Based on the History of Culver City”, which will be performed by the Price Duo and the Lyris Quartet. Also, the program will feature the work of other Culver City composers and performers.

 

NACUSA-LA and Dr. Price have reviewed their production budget and have determined that additional funds are needed for the use of the Council Chambers to cover costs for Public Works department staff, piano rental, and videography. NACUSA-LA is requesting an additional $1,850,  from the City Council to realize its Centennial-themed Music in the Chambers concert in the Council Chambers. In order to remain grant compliant, NACUSA-LA will also match this amount. The additional funds will  cover the following costs:

 

Staff Time (In-Kind)

Public Works Staff - not to exceed $800

Total $800

 

Production Costs

Piano-$850 (rental, transport, and tuning)

Videography-$200

Total-$1,050

 

Since this performance is sponsored by the City, through its Grant Program, Cultural Affairs staff will actively co-promote it with NACUSA-LA. This is a standard administrative task for the Grant Program staff.

 

 

FISCAL ANALYSIS

 

NACUSA-LA requests a total of $1,850: $800 for in-kind staff assistance and $1,050 for additional production costs. $1,050 is available in the Grant Program budget for the Fiscal Year 2016/2017 Art in Public Places Program (Cultural Trust Fund 41310400.619800 PZ614).
