RECOMMENDATION:
Staff recommends the City Council (1) adopt the proposed Ordinance (Attachment No. 1) approving Zoning Code Amendment P-2016-0149-ZCA, Amending Zoning Code Section 17.320.020 - Number of Parking Spaces Required, Table 3-3B - Proposed amendments related to restaurant parking; and (2) adopt the proposed Resolution designating certain commercial districts as Commercial Revitalization Areas to allow modified parking requirements in order to promote economic development and commercial property improvement.
BACKGROUND/DISCUSSION:
On September 28, 2016, the Planning Commission adopted Resolution No. 2016-P016 recommending to the City Council approval of Zoning Code Text Amendment P2016-0149-ZCA related restaurant parking, and recommended to the City Council designation of the Commercial Revitalization Areas identified as Areas A, B and C shown on Exhibit A to the Proposed Resolution (Attachment No. 2).
At the City Council meeting of January 9, 2017, the City Council, by a vote of 4 to 1, approved for introduction the proposed Ordinance approving Zoning Code Amendment P-2016-0149-ZCA, Amending Zoning Code Section 17.320.020 - Number of Parking Spaces Required, Table 3-3B - Proposed amendments related to restaurant parking. The City Council further directed staff to include Areas A, B and C as Commercial Revitalization Areas in the proposed Resolution, and return to City Council at a future date to discuss other potential areas to be designated as Commercial Revitalization Areas in the future, after meeting with the City Council Economic Development Subcommittee.
The proposed Ordinance and Resolution are brought back tonight for adoption by the City Council.
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of the Proposed Ordinance or Proposed Resolution.
