RECOMMENDATION
Staff recommends that the Parks, Recreation and Community Services Commission (1) review the Parks, Recreation and Community Services (PRCS) Department Fiscal Year 2016/2017 Adopted Budget; (2) hear public comment on the PRCS Department Budget, if any; and, (3) discuss and (if desired) approve potential topics for the PRCS Commission’s Fiscal Year 2017/2018 Budget Recommendations to the City Council.
BACKGROUND
Beginning in Fiscal Year 2014/2015, the City Council instituted an enhanced budget process. This process provides additional opportunities for the public to provide input into the budget document. Further, the City Council now specifically invites members of the City’s Commissions, Committees, and Boards to provide comments during the City’s budget process.
Last year, in response to the City Council’s invitation, the Parks, Recreation and Community Services Commission (PRCSC) heard public comment on the Parks, Recreation and Community Services Department Budget and Work Plans at the January 5, 2016 Regular Meeting. At the February 16, 2016 Special Meeting, the PRCSC reviewed the capital improvement projects managed by the Parks Division; reviewed the Parks Division’s proposed Fiscal Year 2016/2017 staffing recommendations; and, considered providing comments to the City Council regarding these topics. At the March 1, 2016 Regular Meeting, the PRCSC reviewed the draft correspondence, called for public comment, finalized the correspondence, and approved the distribution of their Fiscal Year 2016/2017 Budget Recommendations to the City Council.
DISCUSSION
At the June 13, 2016 City Council meeting, the City Council adopted the Fiscal Year 2016/2017 Budget, which contains the attached information regarding the PRCS Department Budget (Attachment 1). For reference, last year’s correspondence from the PRCSC to the City Council is also attached (Attachment 2).
FISCAL ANALYSIS
There is no fiscal impact associated with the discussion of this Agenda Item.
