RECOMMENDATION
Staff recommends the City Council award a contract to GMC Engineering Inc., as the lowest responsive and responsible bidder, in the amount of $1,202,227.25 (plus a 10% contingency) for the construction of the Hetzler Road Pedestrian Trail Improvements Project, PP001 (Project).
BACKGROUND/DISCUSSION
The Project provides a separate pedestrian walking and jogging trail approximately 10 feet wide and 1500 feet long. The trail starts near Jefferson Boulevard and terminates at a point beyond the last residential access from Hetzler Road. Construction of the concrete trail will include retaining walls to support the adjacent hillside, as well as signage and associated drainage improvements. The purpose of the Project is to provide a safer alternative for pedestrians and joggers currently using the Hetzler Road roadway, which is primarily intended for vehicular traffic.
The Project is located entirely within the Baldwin Hills area under the jurisdiction of State of California Department of Parks and Recreation (State Parks). Due to lack of staff, both State Parks and the Baldwin Hills Conservancy (BHC) requested Culver City to publish the notice inviting bids utilizing plans furnished by State Parks, and to administer the construction contract. The plans and specifications were prepared by ALTA Landscape Architects and David Evans, Civil Engineers, which were both retained by the Mountains Recreation and Conservation Authority (MRCA) on behalf of State Parks.
The Project bidding process had been previously completed and a construction contract had been awarded by the City Council on October 26, 2015. The low bidder at that time, ARC Construction Inc., later requested that the City allow its contract to be withdrawn. On July 11, 2016 the City Council approved ARC’s request to withdraw from the Project and authorized staff to rebid the Project for receipt of construction bids.
On August 22, 2016 the City Council adopted a resolution accepting an offer of $200,000 from The California State Department of Parks & Recreation to provide additional funding for the Project.
On September 8, 2016 the City received the following bids:
GMC Engineering Inc.: $1,202,227.25
Metro Builders: $1,480,693.33
Parsam Construction: $1,511,915
Excel Paving: $1,698,868
Green Building Corp.: $1,750,365
Staff reviewed the contractor’s bid documents and determined GMC’s bid was responsive and complete. GMC has completed a number of similar projects for other local agencies which provided satisfactory references.
Construction management will be provided by the firm of Interwest Consulting Group under a contract awarded by the City Council on October 26, 2015.

MOTION
That the City Council:
1. Award a contract to GMC Engineering Inc., as the lowest responsive and responsible bidder, in the amount of $1,202,227.25 for the construction of Hetzler Road Pedestrian Trail Improvements project # PP 001; and
2. Authorize the Public Works Director/City Engineer to approve change orders in the amount of $120,000 to provide for unforeseen construction contingencies.
