RECOMMENDATION

 

Staff recommends the City Council approve a professional services agreement with MB Herzog Electric, Inc. (MB) in an amount not-to-exceed $39,820.00 (plus $3,982.00 in contingency authority) for the replacement of 15 existing light poles and fixtures at Media Park.

 

 

BACKGROUND/DISCUSSION

 

The 15 existing lights in Media Park provide lighting to a pathway that leads to the entrance/exit of the Ivy Sub-station, which is used for theatrical performances.  Though both the park and Ivy Sub-station facility lie within the City of Los Angeles jurisdictional boundary, the City of Culver City is responsible for the maintenance through an existing lease agreement with the City of Los Angeles.

 

Over the years, the light fixtures have been prone to damage resulting from vandalism by having objects thrown at them or having the inspection covers removed.  The proposed work will include replacing the existing poles and fixtures.  The new poles will be taller (15’ compared to the current 11’) to make the lights harder to vandalize and the inspection covers will be welded (in lieu of using screws) to prevent removal.  The new fixtures will be have Light Emitting Diode (LED) luminaries which will provide better lighting for security purposes and reduced energy costs.  The new fixtures will also have a plexi-glass covering on the bottom for added resistance to vandalism. 

 

Public Works Staff received the following quotes for this work:

                     MB Herzog Electric, Inc………………$39,820.00

                     Power Source Systems, Inc………….$55,000.00

                     Ace Electric…………………………….$57,200.00

 

MB has performed prior electrical repair projects for the City and staff is familiar with the quality of their work.

 

Culver City Municipal Code Section 3.07.085 provides an exemption from the formal bidding process for personal and professional services, and provides the award of the contract be based upon competitive quotations from no less than three vendor contractors whenever practical.  Per Section 3.07.085.C.5 and C.6, this project falls under the category of personal services, which includes the repair and maintenance of City-owned personal property and City-owned or occupied real property and buildings, respectively.  Because the quotation from MB represents the best value for the City in terms of both supplies and labor, staff recommends the City Council approve a professional services agreement with MB.

 

 

FISCAL ANALYSIS

 

There are sufficient funds available in the City Council Adopted Budget for Fiscal Year 2016/2017 for Capital Improvement Project PP-004 (Media Park Lighting) to fund this project.

MOTION

 

That the City Council:

 

1.                     Approve a professional services agreement with MB Herzog, Inc. in the amount not-to-exceed $39,820.00 (plus $3,982.00 in contingency authority) for the replacement of 15 light fixtures and poles at Media Park; and,

 

2.                     Authorize the Director of Public Works/City Engineer to approve amendments to the MB Herzog agreement consistent with the above authorized contingency amount; and ,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
