RECOMMENDATION
Staff recommends the City Council (1) accept the work performed by Premier Developing Services, Inc. (Premier); (2) authorize the filing of the Notice of Completion once the Project has been completed in its entirety; and (3) authorize the release of the retention payment after the expiration of the 35-day lien period, for the construction of the Hayden Tract Spur Parking Lot Project (Project); and authorize the release of 50% of the construction funds to the Hayden Tract Owners Association (HTOA), pursuant to the amended Owner Participation Agreement between the City and HTOA.
BACKGROUND / DISCUSSION
Over the past decades businesses in the Hayden Tract have transitioned from manufacturing and industrial uses to creative office use. The change in use has resulted in a shortage of parking spaces in the area.
