RECOMMENDATION

 

Staff recommends the City Council (1) approve on-call professional services agreements with Kimley Horn and Associates, Inc, (design only) and Annealta Group, Inc. (construction management and inspection only), for general civil engineering services to support the Capital Improvement Program, from July 1, 2015 to June 30, 2018, and (2) authorize staff to add these firms to the list of on-call firms approved by the City Council for the same services with the aggregate amount for all firms remaining a not-to-exceed amount of $4,000,000 as approved by the City Council on June 22, 2015.

 

 

BACKGROUND/DISCUSSION

 

On June 22, 2015, the City Council approved on-call professional services agreements with (1) APD Consultants Inc., Cannon, Civil Source, Inc. KOA Corporation, MNS Engineers, Inc., Pacifica Services Inc., PacRim Engineering, RTI Consulting Inc., VA Consulting Inc., Willdan; Paller-Roberts Engineering, Inc. and SA Associates (design only), Interwest Consulting Group and The Nickerson Company (construction management and inspection only), for general civil engineering services; and with (2) Associated Soils Engineering, Inc., Geo-Environmental, Inc., Kling Consulting Group, Inc., LaBelle-Marvin, Inc., Ninyo and Moore Consultants, and Terracon Consultants, Inc. for geotechnical engineering and material testing services; to support the Capital Improvement Program, from July 1, 2015 to June 30, 2018, in an aggregate amount not-to-exceed $4,000,000.

 

Kimley Horn and Associates was on the City Council approved on-call list for general civil

engineering services to support the capital improvement program, from July 1, 2012 to June 30, 2015.  During that time period staff approved a contract with Kimley Horn and Associates to conduct preliminary design engineering on the Culver Boulevard Realignment project, PZ-460.  Staff inadvertently did not include Kimley-Horn and Associates in the list of firms for the on-call general civil engineering services, from July 1, 2015 to June 30, 2018.  The Culver Boulevard Realignment project is still active and Kimley-Horn is still performing engineering services on it.

 

Staff also recommends adding Annealta Group, Inc., to the list of on-call firms for general civil engineering to support the Capital Improvement Program.  The Owner/President of the Annealta Group Inc. firm was formerly the Director of Municipal Services for Interwest Consulting Group, an approved on-call firm.  Under his direction, Interwest Consulting Group successfully provided construction management and construction inspection services on several capital improvement projects for Culver City. 

 

 

FISCAL ANALYSIS

 

The consultants would be paid for their services using funds already set aside for engineering costs within the approved capital project budgets of each capital project.  The agreement process allows staff to keep track of the expenditure for each consultant service so that the aggregate not-to-exceed amount is monitored.

MOTION

 

That the City Council:

 

1.                     Approve on-call professional services agreements with Kimley Horn and Associates, Inc, (design only) and Annealta Group, Inc. (construction management and inspection only), for general civil engineering services to support the Capital Improvement Program, from July 1, 2015 to June 30, 2018,

2.                     Authorize staff to add these firms to the list of on-call firms approved by the City Council for the same services with the aggregate amount for all firms remaining a not-to-exceed amount of $4,000,000, as approved by the City Council on June 22, 2015.

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
