RECOMMENDATION
Staff recommends the City Council (1) waive formal competitive bidding procedures; and (2) approve a fourth amendment to the existing agreement with Chiron Center, Inc. for crisis response team services extending the term through June 30, 2021 in an additional amount not-to-exceed $50,000.00.
BACKGROUND/DISCUSSION
Chiron Center, Inc. has been the Police and Fire Department’s Crisis Response Team (CRT) services responder since 2006. On April 23, 2015, the City entered into a third amendment to the existing agreement. CRT services include 24/7, 365 days a year, on/near-scene information, support, and referrals to those affected by acute traumatic incident or serious loss during the initial hours after the incident. Chiron Center Inc.’s best practices create a progressive and highly effective approach to behavioral health crisis management which complements the training, resources, and systems already in place.
CRT’s targeted on-scene response time is 20-30 minutes and the team is usually on scene for 1-3 hours. The most typical requests for service are in response to fatal traffic collisions, completed suicides, homicides, death of a child, workplace violence, and accidental or sudden death discovered by a family member, friend, or co-worker. CRT personnel may provide limited follow-up contact (typically 1 - 3 sessions) to help transition impacted individuals into additional or longer-term support.
Staff contacted two other support services providers; Our House Grief Support Center and Didi Hirsch Mental Health Services. Our House Grief Support does not provide CRT services and Didi Hirsch Mental Health Services did not provide a proposal since the services they provide would be at a much higher price than what is currently paid for services.
Staff recommends Chiron Center, Inc. continue to provide crisis response team services. Chiron Center, Inc. has provided high quality services to those impacted by acute trauma and serious loss. Also, Chiron Center, Inc. has established a collaborative relationship with the Police and Fire Departments for the delivery of services and has provided much needed services with a positive impact during the darkest period of someone’s life.
In general, Culver City Municipal Code (CCMC) Section 3.07.085 exempts professional services from the formal competitive bid process. However, pursuant to CCMC Section 3.07.050, where the same consultant has been utilized for a period of five years, the formal bidding procedures shall apply unless waived by the City Council. In this case, as discussed above, the Police and Fire Departments have established and maintained a collaborative relationship with Chiron Center, Inc. for the delivery of high quality services at a competitive cost. Also, given the importance of crisis response team services to those greatly impacted by life impacting trauma and/or death and the positive feedback received from the community for Chiron Center, Inc.’s services, City staff is requesting that the City Council waive this requirement for the reasons stated above, in accordance with CCMC Section 3.07.075.E.3.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2016/2017 includes $10,000 for the Agreement Amendment for crisis response team services (10145100.619800).

MOTION
That the City Council:
1. Waive formal competitive bidding procedures in accordance with Culver City Municipal Code Section 3.07.075.E.3; and
2. Approve a fourth amendment to the existing agreement with Chiron Center, Inc. for crisis response team services extending the term through June 30, 2020 in an additional amount not-to-exceed $50,000.00 ($10,000 per year); and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
