RECOMMENDATION

 

Staff recommends the City Council award a construction contract to CJ Construction, Inc. (CJ Construction) as the lowest responsive and responsible bidder, in the amount of $334,112.00 for the construction of the Curb, Gutter and Sidewalk Replacement Project, PZ428 (Project) in an amount not-to-exceed $400,934.40 ($334,112 Plus $66,820.40 in contingency authority).

 

 

BACKGROUND

 

The Project proposes to remove and replace approximately 15,000 square feet of sidewalks and drive approaches throughout the City and approximately 900 linear feet of curb and gutter on Overland Avenue.  Sidewalk repair locations were collected from various sources including requests by the Public Works Department Maintenance Operations staff and resident referrals.  Prioritization of repairs was based on potential safety concerns, severity of uplifts, and general deterioration.

 

A significant portion of this capital improvement project will include the reconstruction of the curb, gutter, and sidewalk on the east side of Overland Avenue between Braddock Drive and Culver Boulevard due to tree root intrusion. Because the City Arborist has determined that root pruning will compromise the root structure and stability of the trees adjacent to the Project, 14 Ficus trees will need to be removed and replaced as part of this Project.  A new street tree will be planted in each of their places in accordance with the City’s Street Tree Master Plan or from the newly proposed Urban Forest Master Plan.  Residents and businesses adjacent to and on the opposite side of the street from the proposed tree removals were notified on July 28, 2015. There have been no inquiries from the residents or businesses. 

 

 

DISCUSSION

 

On March 28, 2016, the City Council approved the plans and specifications and authorized the publication of a Notice Inviting Bids for the Project.  On July 21, 2016, the City Clerk’s Office staff publicly opened the bids.  Six (6) contractors responded with the following bid amounts:

Staff reviewed the bid proposal of the apparent lowest bidder, CJ Construction and found the bid documents responsive and complete.  Its bid bond, contractor’s license, and worker’s compensation insurance were reviewed and met City requirements.  Therefore, staff recommends awarding the construction contract to CJ Construction, as the lowest responsive and responsible bidder, for the construction of the Curb, Gutter and Sidewalk Replacement Project, PZ428. 

Should the City Council award the contract, the construction project will begin in September 2016 and is anticipated to be substantially completed by mid-December 2016. 

Engineering Division staff will perform construction management and inspection.

Staff is requesting 20% Contingency Authority rather than the typical 10% to allow adding work that may arise during the performance of the Project, at the contactor’s quoted rates.

MOTION

 

That the City Council:

 

1.                     Award a contract to CJ Construction, Inc., as the lowest responsive and responsible bidder, for the Curb, Gutter and Sidewalk Replacement Project, PZ428, based on its bid; and,

 

2.                     Authorize the Public Works Director/City Engineer to approve change orders in an amount not-to-exceed $66,820.40, if necessary; and,

 

3.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
