RECOMMENDATION

Staff recommends the City Council (1) discuss Mayor Clarke's proposed policy regarding responding to inquiries to City Council from the public, and (2) direct the City Manager as deemed appropriate.


BACKGROUND

On June 9, 2016, at the request of Mayor Clarke, staff distributed information to the full City Council regarding a "Proposed Policy Regarding Responding to Emails from Residents" (Attachment No. 1). In summary, the information outlines a procedure by which City Council Members would forward constituent requests to the appropriate City Department Head, while simultaneously keeping the City Manager apprised of the inquiry. Additionally, the memo outlines an option for the City Council Member to route the inquiry to the Assistant to the City Manager for distribution to the appropriate Department Head for a response.

At the June 13, 2016 City Council meeting, "Mayor Clarke received City Council consensus to agendize a discussion of developing a standard policy for addressing constituent emails."


DISCUSSION

Staff is requesting the City Council discuss the proposed policy regarding responding to inquiries to the City Council from the public and direct the City Manager as appropriate.
