RECOMMENDATION

 

Staff recommends the City Council approve the submission of an application for grant funds in the amount of $13,579.00 through the FY 2016 Department of Justice Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation.

 

 

BACKGROUND

 

Due to anticipated Command staff retirements that will cause a chain of promotions, it is of great importance that the Department focus its efforts on the development of its staff. Strategic planning training for personnel is a key activity for any modern day police organization.  This process involves assessments of strengths, weaknesses, roles and responsibilities, as well as preparing for future trends in law enforcement and the surrounding environment.

 

The Edward Byrne Memorial JAG Program is the primary provider of criminal justice funding to state and local jurisdictions.  JAG funds support all components of the criminal justice system.  The established JAG list established by the Bureau of Justice Statistics indicates the amount for which each unit of government is eligible to apply.  The procedure for allocating JAG funds is based on a formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share of funding.  Sixty percent (60%) of the allocation is awarded to the state agencies and forty percent (40%) is set aside for direct awards to units of local government.  Based on the formula listed above, the City of Culver City is allocated $13,579.00.

 

 

DISCUSSION

 

The proposed grant funds will cover the costs to create a law enforcement strategic plan for police leadership to advance the Department's ability to deliver the highest quality services to the community.  The strategic planning process provides direction to all elements of the Department and drives decisions and actions. Through the management team, members at all levels can articulate and share the Department’s vision and overall strategic direction. Strategic planning provides for:

 

                     Clear direction to the organization on what the Department will do and perhaps what it will not do.

                     Better informed decision making through strategic thinking.

                     Greater empowerment with clearly understood expectations communicated to the entire organization.

                     Reinforced goals and objectives consistent with the Department’s Mission, Vision, Organizational Values and Measures of Effectiveness.

 

The objective will be to discuss differences and similarities in styles of leadership, management, as well as perceptions and realities with the goal of everyone getting a clear understanding of the department’s philosophy and direction for the future.  This process involves assessments of strengths, weaknesses, roles and responsibilities, as well as preparing for future trends in law enforcement and the surrounding environment.  Staff will attend a two-day Strategic Planning Training with a certified California Peace Officer Standards & Training Facilitator to create an action plan.

 

 

FISCAL ANALYSIS

 

Per Council Policy 2014-CP003, grant funds received up to $30,000 may be accepted and appropriated by the City Manager.  If the City is awarded these grant funds, they will be appropriated into the proper object accounts upon receipt.  Grant allocated funds will be used for a strategic planning and development workshop and will include a facilitator, location, and off-set overtime costs related to back-filling positions due to sending the department’s management team to the seminar.

That the City Council:

 

1.                     Approve the submission of an application for grant funds in the amount of $13,579.00 through the FY 2016 Department of Justice Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation for Strategic Planning and Development;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and,

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
