RECOMMENDATION

 

Staff recommends the City Council adopt a resolution approving the Engineer’s Report for the Higuera Street Landscaping and Lighting Maintenance District - Fiscal Year 2016/2017; declaring its Intention to Order the Levy of Annual Assessments for Fiscal Year 2016/2017; and setting a Public Hearing for July 11, 2016, at 7:00 p.m. in the Mike Balkman Council Chambers.

 

 

BACKGROUND/DISCUSSION

 

The Higuera Street landscaping and lighting improvements were installed in 1995 at the request of the property owners.  The Assessment District was formed, and the boundary includes properties on both sides of Higuera Street between Lindblade Avenue and Hayden Avenue. 

 

Pursuant to a Resolution adopted by the City Council on Monday, May 9, 2016, the Public Works Director/City Engineer has prepared the Engineer’s Report for Higuera Street Landscaping and Lighting Maintenance District and filed said Report with the City Clerk.  A copy of the Engineer’s Report is attached to this report for consideration by the City Council.

 

This evening, the City Council is asked to adopt a resolution (1) approving the Engineer’s Report, (2) declaring the City Council’s intention to levy and collect assessments for the upcoming fiscal year; and (3) setting the date, time and place for the public hearing as required by Culver City Municipal Code (CCMC) Section 15.01.070.

 

Should the City Council adopt the proposed resolution, pursuant to CCMC Section 15.01.070.G, the City Clerk shall give notice of the public hearing by causing the Resolution of Intention to be published at least 10 days prior to the date of the hearing.  The public hearing is scheduled for July 11, 2016.

 

Staff proposes that the levy amount remain the same for Fiscal Year 2016/17.   However, because an annual deficit has developed in this fund, staff will be discussing options for decreasing District costs with the members of the District next fiscal year and after doing so develop some options for City Council to consider for reducing District expenditures.  With City Council direction, it may be possible to implement these changes next fiscal year and thereby bring the District expenditures in line with its revenues.

 

 

FISCAL ANALYSIS

 

A detailed analysis of the District revenues and expenses is contained in the Engineer’s Report. The District has a negative operating deficit in the amount of $2,596 for Fiscal Year 2015/16.  Also the District is projected to have a negative operating deficit of $1,219 for Fiscal Year 2016/17.  Staff will bring an agenda item to the City Council sometime in Fiscal Year 2016/17 to discuss options on resolving the District’s finances.
